HEA’s Expanding Digital Landscape

Higher Education Authority (HEA) Senior Information Technology Officer, Mr. Francis Kawesha, has framed the Quality Assurance Management Information System (QAMIS) not as a stand-alone tool, but as part of a much wider digital transformation taking shape across the Higher Education Authority.

Presenting at the ongoing five (5)-day QAMIS orientation workshop for Higher Education Institutions (HEIs) at Sandy’s Creation Resort in Chilanga, Mr. Kawesha explained that HEA is steadily building a digital ecosystem to support regulation, reporting, decision-making and public accountability in the higher education subsector.

He noted that the Authority is already implementing a number of digital platforms and services, including programme accreditation, the National Student Database, registration of HEIs, institutional audits, learning programme audits, data collection and analysis, the National Graduate Survey, and online communication with HEIs and stakeholders.

He said digital transformation has become necessary because of the growing number of HEIs and students, the increasing demand for timely and accurate information, and the need for greater transparency and efficiency in regulation.

Mr. Kawesha also highlighted the digital infrastructure behind the services, including secure data centre and cloud-based systems, role-based access for institutions and HEA staff, data protection and cybersecurity measures, and scalable infrastructure capable of supporting national coverage.

He said the practical benefits of HEA’s e-services include faster processing, reduced paperwork, fewer manual errors, real-time monitoring, stronger compliance tracking, and more reliable data for decision-making and enforcement.

In QAMIS, HEA is not merely digitising one function. It is building a digital backbone for smarter, faster and more accountable higher education regulation.

The QAMIS training workshop is being held from Monday, 23rd to Friday, 27th March, 2026, with the system having been developed by the SMART Zambia Institute in collaboration with the HEA development team led by Mr. Francis Kawesha, Senior Information Technology Officer.
