“The Best Economic Policy Is Higher Education” – Professor Chinsembu Positions QAMIS at the Centre of National Transformation
Higher Education Authority (HEA) Director-General, Professor Kazhila C. Chinsembu, has positioned higher education as the country’s most strategic economic instrument, declaring that Zambia’s transformation will begin not on the factory floor or in boardrooms, but in the lecture room, laboratory and curriculum.
Professor Chinsembu made the remarks as HEA opened a five (5)-day orientation workshop for Higher Education Institutions (HEIs) on the Quality Assurance Management Information System (QAMIS), the Authority’s newly developed online accreditation platform, being held at Sandy’s Creation Resort in Chilanga.
“The best economic policy is higher education,” he said, arguing that for Zambia to double its economy, it must first build a strong, resilient and innovative higher education system capable of producing the skills, ideas and human capital required to drive growth.
Professor Chinsembu said that the workshop and the QAMIS platform must therefore be understood in a wider national context, not merely as a technological upgrade, but as part of HEA’s effort to reposition higher education at the centre of economic development.
According to the Director-General, QAMIS will make it possible for HEA to process accreditation more efficiently, generate reports faster, and give institutions timely feedback needed to innovate their curricula and respond to national development priorities.
In that sense, the new digital accreditation platform is not only about convenience. It is about agency. It is about speed. It is about ensuring that higher education begins to move at the pace of the economy it is meant to serve.
The QAMIS training workshop is being held from Monday, 23rd to Friday, 27th March, 2026, with the system having been developed by the SMART Zambia Institute in collaboration with the HEA development team led by Mr. Francis Kawesha, Senior Information Technology Officer.#HigherEducationZambia #HEAZambia
