Unlocking Opportunities Through Qualification Recognition

The Higher Education Authority (HEA) recently made a submission to the Parliamentary Committee on Education, Science and Technology on its position regarding the ratification of the Global Convention on the Recognition (GRC) of qualifications concerning Higher education.

As the institution mandated to promote quality assurance, relevance, and access in higher education, HEA underscored how ratification of the GRC stands to benefit Zambia’s education system in several strategic ways. The authority made a strong case for Zambia’s participation in global efforts to align national policies with international standards.

Harmonisation of legal and policy frameworks, which is one of the benefits, is crucial for streamlining institutional practices across Zambia’s higher education sector. This also allows better integration of Zambia Qualification Authority (ZAQA) policies with continental and global frameworks, enhancing institutional credibility and fostering regional and international collaboration.

Additionally, ratifying the GRC will promote objective criteria and prohibit unfair discrimination based on country of origin. This will also strengthen transparency, accountability and good governance, which are fundamental to effective public institutions.

International instruments often come with structured monitoring and reporting mechanisms that encourage continuous improvement and compliance. Zambia’s adoption of the frameworks will boost stakeholder confidence, both locally and internationally thereby demonstrating a clear commitment to performance and reform through improved quality assurance.

The HEA also highlighted that ratification of the GRC will open doors for Zambia to access vital technical and financial support which will enhance opportunities for capacity building and institutional collaborations. This includes access to training, scholarships, research collaborations, student exchange and projects that directly strengthen the higher education sector.

The mentioned benefits align with HEA’s mandate by providing the tools and global connections needed to improve quality, relevance, and competitiveness in Zambia’s higher education system. This will also enhance Zambia’s potential to generate revenue through education export and academic partnerships. By aligning with global standards, Zambia will become a more appealing destination for learners across the region thereby supporting economic development.

In light of these benefits, HEA strongly endorses ratification of the Global Convention on the Recognition of Qualification concerning Higher Education. The Authority views this as a landmark agreement that aligns with Zambia’s 8th National Development Plan, Vision 2030, Higher Education Act No. 4 of 2013 and SDG4.
