Public Announcement: Illegal Use of the Title ‘University’
The Higher Education Authority (HEA) would like to notify all private Higher Education Institutions (HEIs) and the general public that it is illegal to use the title ‘university’ in the name of any institution without registration with the Authority.
The use of “university” without registration is a prosecutable offence under the Higher Education Act No. 4 of 2013 Section 49 (1)(c) that carries a maximum penalty of five (5) years imprisonment if convicted.
Therefore, HEA urges all private institutions that are not registered with the Authority to immediately stop using the title “university” or risk prosecution.
Furthermore, institutions operating as “university colleges” are directed to drop the title “university” as the Higher Education Act does not provide for existence of “university colleges” in Zambia.
Moreover, institutions prohibited to use the term “university” include those that have registered a company with the Patents and Companies Registration Agency (PACRA) meant to operate as a university but are yet to be granted registration by the Authority.
All offending institutions are, therefore, being given until 10th December, 2020, to rectify their ailing state or face prosecution.
