HEA Participates in the Technical Committee on the Operationalisation of Levy Mwanawasa Medical University
The Higher Education Authority (HEA) recently took part in technical meetings for the operationalisation of Levy Mwanawasa Medical University as part of a Joint Technical Committee.
The Joint Technical Committee, comprising of experts from the Ministry of Higher Education (MoHE), Ministry of Health (MoH), HEA and LMMU, was constituted following the signing of a Memorandum of Understanding (MoU) between the Minister of Health and the Minister of Higher Education in order to examine all matters incidental to the operationalisation of LMMU in line with the provisions of the Higher Education Act No. 4 of 2013 and the signed MoU.
In realigning LMMU operations in line with the provisions of the Higher Education Act No. 4 of 2013, the signed MoU, and subsequently, the charge of the Technical Committee, is, amongst others, to appoint the University Council as prescribed in the Higher Education Act’s Second Schedule (Sections 14 (3) and 24(2)) Part I, Section 1.
Furthermore, through HEA, LMMU would be provided with the accreditation of teaching personnel, as well as, Learning Programmes (LPs) developed by the University, and regulatory oversight through the undertaking of institutional audits, in consultation with the Health Professional Council of Zambia (HPCZ).
Moreover, LMMU would be realigned by providing, through the Zambia Qualifications Authority (ZAQA), the accreditation and recognition of qualifications developed by the university.
The meeting concluded with the Technical Committee developing a detailed Implementation Plan that contains key milestones to ensure that by mid-December 2021, all matters incidental to the operationalisation of LMMU would have commenced and have been concluded.
LMMU was created following the issuance of 2 Statutory Instruments (SIs), with SI No. 39 of 2018 being the Levy Mwanawasa Medical University (Declaration) Order, 2018, which declared the LMMU from Levy Mwanawasa Medical General Hospital and National Health Training Institute, whilst SI No. 40 of 2018 dissolved the Levy Mwanawasa General Hospital Board and National Health Training Institute Management.
LMMU is an amalgamation of Chainama College of Health Sciences, Dental Training School, Levy Mwanawasa University Teaching Hospital and Chainama Hills Hospital. Additionally, 10 provincial training hubs, with attendant satellite practicum sites, have been incorporated into LMMU’s nationwide network of academic health complexes.
LMMU offers Learning Programmes (LPs) at Doctorate, Masters, Bachelor’s, Advanced Diploma, Diplomas and Certificates levels.
