HEA Hails “Progressive” National Health Research and Training Institute Bill
The Higher Education Authority (HEA) appeared before the Parliamentary Committee on Health, Community Development and Social Services and made submissions on the National Health Research and Training Institute Bill, 2024, as part of the consultative process by the Committee.
In its presentation, the Authority hailed the Bill as “progressive” and welcomed the transformation of the Tropical Diseases Research Centre (TDRC) into the National Research and Training Institute, in order to enhance health research and training in Zambia.
However, the Authority noted the need to harmonise certain provisions of the Bill in order to ensure that, once enacted into Law, the provisions of the Bill would complement the provisions of the Higher Education Act, 2013, as read with the Higher Education (Amendment) Act, 2024, thereby ensuring harmony in the Laws of the Country.
The team from the Authority was led by the Director-General, Professor Kazhila C. Chinsembu, who was accompanied by the Director – Quality Assurance, Dr. Martin Mushumba; the Manager – Programme Accreditation, Dr. Elizabeth Namonje; the Manager – Internal Audits, Mrs. Grace Mpiya Mjumphi; the Acting Manager – Finance, Mrs. Patricia Bwalya; the Acting Manager – Standards, Research and Institutional Audits, Mr. Denny Nsokolo; the Corporate Communications Officer, Mr. Birbal Boniface Musoba; and, the Personal Assistant to the Director-General, Mrs. Gertrude Mweetwa. HEA appeared and made submissions before the Parliamentary Committee on Health, Community Development and Social Services on 12th November, 2024.
