From Forfeiture to National Benefit: HEA DG Praises Government’s Anti-Corruption Efforts
The Director-General of the Higher Education Authority (HEA), Professor Kazhila C. Chinsembu, has described the allocation of a house to the Authority as a clear demonstration that the Government’s fight against corruption can yield tangible benefits for public institutions and citizens alike.
Professor Chinsembu made these remarks on Monday, 10th November, 2025, during a visit with HEA Management and Staff to the three-bedroom property in Kingsland City. He explained that the house had been forfeited to the State through anti-corruption measures and subsequently allocated to the Authority by the Secretary to the Treasury under the Ministry of Finance and National Planning.
“In a broader sense, this is typical of the benefits accrued to us as a people through the path Government has taken to forfeit property that was acquired through corruption,” Professor Chinsembu said. “It clearly exemplifies that the forfeiture of assets to Government can benefit public institutions such as the Higher Education Authority.”
He described the allocation as a phenomenal step in the fight against corruption, noting that the recovery of illicit assets can directly contribute to national progress and enhance public welfare.
“The fight against corruption can actually bring about benefits to public institutions and to public welfare,” he emphasised.
Professor Chinsembu further expressed gratitude to the Government, the Secretary to the Treasury and the Anti-Corruption Commission (ACC). He also thanked the Director of Public Prosecutions (DPP), State Counsel Gilbert Phiri, for his guidance and support throughout the process, noting that his efforts had been instrumental in facilitating the allocation.
