Cabinet Approves SI for Higher Education (Amendment) Act, 2024
The Cabinet of the Government of the Republic of Zambia has approved for issuance, the Statutory Instrument (SI) entitled the Higher Education (General) Regulations, 2024, in order to provide criteria for registration of new types of Higher Education Institutions (HEIs).
This was made known in a Press Statement issued on 3rd August, 2024, by the Honourable Minister of Information and Media, Mr. Cornelius Mweetwa, MP, on the decisions made by Cabinet at the 15th Cabinet Meeting held on Tuesday, 30th July, 2024.
In the Statement, Mr. Mweetwa noted that the Higher Education Act No. 4 of 2013 was amended in 2021, to provide for the revision of the types of HEIs, introduction of annual institutional audits, classification of HEIs, assessment of universities and technical universities, affiliations among private HEIs and accreditation of learning programmes.
“However, to date, there are no regulations to operationalise the provisions of the Higher Education (Amendment) Act No. 23 of 2021,” the Honourable Minister stated in the Press Statement, continuing, “it is, therefore, necessary to introduce specific regulations that shall operationalise the Amendment, so as to enhance quality assurance in Higher Education Institutions.”
