The Higher Education Authority (HEA), established by the Higher Education Act, No. 4 of 2013, is the statutory body that regulates and monitors standards in Higher Education Institutions (HEIs) to enforce quality services and contribute to the enhancement of human capital and accelerated national development.
The HEA now invites applications from suitably qualified Zambians to fill the following vacant positions:
JOB DESCRIPTION/SPECIFICATION
1. MANAGER FINANCE
JOB PURPOSE
To manage financial resources in order to ensure efficient utilisation and accountability of public funds.
RESPONSIBILITIES
- Undertakes periodically, the development and implementation of policies in order to provide financial guidance.
- Manages and supervises timely, the preparation of the Institutional budget in order to facilitate resource mobilisation.
- Manages and supervises effectively, revenue collection in order to facilitate operations of the Authority.
- Manages effectively, the implementation of the budget in order to ensure expenditures are within the approved estimates and in compliance with regulations.
- Manages timely, preparation of all financial reports and statements in order to facilitate decision making and audit.
- Manages and supervises effectively, the maintenance of books of accounts and records in order to facilitate storage and retrieval of information.
- Manages and supervises effectively, recovery of loans, advances and imprest issued in order to ensure compliance with financial regulations.
- Manages and supervises timely, the preparation of audit responses in order to facilitate appropriate interventions
- Monitors and evaluates periodically, the implementation of departmental programmes in order to assess the impact of service delivery and provide appropriate intervention measures.
- Manages timely, development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.
- Manages effectively, staff and other resources of the Section in order to facilitate the attainment of the department’s objectives.
QUALIFICATIONS
a) School Certificate or its equivalent
b) Minimum Vocational/Professional Qualifications:
- Degree in Accountancy/Finance from a recognised Higher Education Institution OR Accounting Qualifications such as ACCA/CIMA/ZICA or its equivalent.
- Practicing member of the Zambia Institute of Chartered Accountant.
c) Minimum Relevant Pre-Job Experience:
- Six (6) years relevant experience, two (2) of which must be at middle management
2. LEGAL COUNSEL AND BOARD SECRETARY
JOB PURPOSE
To Manage all legal matters and provide secretarial services to the Board of Directors in order to safeguard the interest of the Authority.
RESPONSIBILITIES
- Provides effectively legal services in order to ensure compliance with the law.
- Provides timely secretarial services to the Board in order to facilitate the conduct of board business.
- Undertakes timely, the review and preparation of business contracts and other legal documents in order to ensure compliance and safeguard the interests of the Authority.
- Prepares timely, the Unit budget in order to facilitate acquisition of resources.
- Develops periodically, the work plans in order to facilitate the monitoring and evaluation of performance.
QUALIFICATIONS
a) School Certificate or its equivalent
b) Minimum Vocational/Professional Qualifications:
- Bachelor of Laws
- Advocate of the High Court of Zambia
c) Minimum Relevant Pre-Job Experience:
- Eight (8) years relevant experience, two (2) of which should be at management level.
- Must be a member of the Law Association of Zambia.
3. OFFICE ASSISTANT
JOB PURPOSE
To undertake cleaning of offices and document reproduction services in order to provide a conducive working environment and facilitate institutional programme implementation.
RESPONSIBILITIES
- Undertakes the Cleaning of offices, floors, toilets, furniture, kitchen utensils and applies disinfectants.
- Undertakes accurately, photocopying, binding, shredding and other documents reproduction duties in order to facilitate institutional programme implementation.
- Undertakes effectively, the preparation of meeting venues in order to facilitate the conduct of meetings.
MINIMUM REQUIREMENTS
a) School Certificate or equivalent
