EXPRESSION OF INTEREST AND CALL FOR LEARNING PROGRAMME EXPERTS

The Higher Education Authority (HEA), a statutory body established by the Higher Education Act, 2013, is the nucleus and regulatory nexus for Higher Education Institutions (HEI) in Zambia. The Authority coordinates the different parts of the higher education subsector in Zambia. One of the key functions of HEA is to advise the Minister on any aspect of higher education. HEA is now under a new transformative leadership focused on rescuing our higher education architecture from its old story of shame.

It is important to note that higher education is the best economic policy. Conversely, the current socioeconomic problems in Zambia are a disastrous consequence of a lack of a well coordinated and relevant higher education system. Anchored on Vision 2030, Eighth National Development Plan (8NDP), Higher Education Policy, and HEA’s 2022 – 2026 Strategic Plan 2022 – 2026, the new Authority leadership is intent on causing seismic shifts that disrupt the status quo in order to chart a novel trajectory for the positive transformation of higher education in Zambia.

Our strategic goal is to deconstruct and reconstruct the higher education landscape so as to increase and guarantee the quality, relevance, and viability of higher education in Zambia. HEA is working to sharpen the efficacy of our higher education sphere, to increase its standards, and unlock plus upscale the contributions of higher education to Zambia’s economy, for the purpose of doubling our economy by the year 2031.

In general, there is a new enthusiasm at HEA that higher education must now become our most prized asset and formidable frontier for economic success. Higher education must occupy the most critical position in our national life.

Specifically, HEA is convinced that higher education is the sine qua non for near-term and long-range efforts to reduce poverty, de-escalate the cost of living, create new jobs, set up climate-smart agriculture in addition to producing crops resistant to drought,

increase food production, transition to clean and renewable energy, build political and social harmony, and reposition our country towards a peaceful and prosperous future.

Through its statutory mandate and core functions, HEA has now developed a high-risk appetite to make more forceful the quality, relevance, and viability of knowledge domains that shall constitute the most important ingredients for economic development and social progress in Zambia. Under the new leadership which consists of heirs to Professor Lameck Goma’s seminal ideals for higher education in Zambia, HEA now wishes to reconfigure and re-inspire our system of higher education by embracing merit, academic rigour, erudition, and scholarship.

The quest for quality, relevance and viability of higher education is dependent on the innovative insights and recommendations of experts who participate in the core functions of HEA.

HEA is now looking for individual experts whose scholarly convictions or profiles fit and align with its new transformative mantra, values and ethos.

HEA seeks experts that understand the assignment of improving the quality, relevance and viability of higher education in Zambia.

We are expanding the pool and database of experts who shall be engaged on short-term basis to provide recommendations during the registration of private higher education institutions. We also wish to hire experts that shall evaluate learning programmes during the accreditation process, and conduct institutional audits and physical inspections of premises to ensure compliance to the Act.

HEA wishes to hire experts that understand the complexity of issues in our higher education architecture, experts who understand what is at stake.

Now, therefore, HEA invites expression of interest applications from scholars that are luminaries in their fields, genuine professionals that are well published in journals indexed in Scopus, academics of a high stature, experts visible in Google Scholar, and seasoned knowledge workers with a strong h-index.

Applicants shall be high-end academics, consummate scholars, accomplished professionals that possess and exude intellectual ferocity, and esteemed individuals that form the cutting-edge and therefore command respect in their disciplines.

Preference will be given to applicants that possess multi-disciplinary, inter-disciplinary, intra-disciplinary, and trans-disciplinary training, qualifications, and rare skills.

Applications should clearly state the academic qualifications, fields of study, and corpus of peer reviewed publications that point to an established forte. Academics that provide publications in predatory journals shall be blacklisted.

Experts in the Zambian Academic Diaspora, who would like to volunteer and be engaged on pro bono basis, are encouraged to apply.
