HEA Deregisters MANCOSA University and the University of the Foundation of Cross-Cultural Education
The Higher Education Authority (HEA) has forthwith deregistered MANCOSA University and the University of the Foundation of Cross-Cultural Education from operating as Higher Education Institutions (HEIs) within the Republic of Zambia.
HEA deregistered MANCOSA University, registration No. HEA/042, and the University of the Foundation of Cross-Cultural Education, registration No. HEA/004, in accordance with the provisions of the Higher Education Act No. 4 of 2013 Part IV: Section 23 (3).
MANCOSA University was deregistered on 15th September, 2022, whilst the University of the Foundation of Cross-Cultural Education was deregistered on 31st July, 2022. Both deregistrations were gazetted in Gazette Notice No. 734 of 2023, which was published in Lusaka, on Friday, 2nd June, 2023.
Therefore, in accordance with the provisions of the Higher Education Act No. 4 of 2013 Part IV: Section 23 (4), the institutions were directed to surrender the original certificate of registration to the Authority within seven (7) days of the deregistration. Both institutions have since complied with the Law and have surrendered the certificates.
HEA deregistered MANCOSA University, which offered Open and Distance Learning (ODL), because the institution abrogated the Higher Education Act No. 4 of 2013 Third Schedule Part I Section 1 (2) regarding the constitution of academic staff, namely, the Vice-Chancellor; the Deputy Vice-Chancellor; the Deans of Schools, in particular the Dean of Student Services; and, the Librarian.
Furthermore, the institution abrogated the Higher Education Act No. 4 of 2013 Third Schedule Part I Section 4 regarding having a Bursar for a higher education institution appointed by the Council.
Moreover, MANCOSA University, in accordance with the Higher Education Act No. 4 of 2013 Part IV Section 23 (1) (d), ceased to operate or exist, because the institution was operating as a recruitment centre and, as such, no academic activities were taking place at the premises.
MANCOSA University was located at 47 Independence Avenue, Rhodespark Fairview in Lusaka, whilst the University of the Foundation of Cross-Cultural Education was located at Plot No. 30588, Koti ni Eden in Masaiti on the Copperbelt.
The University of the Foundation of Cross-Cultural Education, which also offered ODL, was deregistered in accordance with the Higher Education Act No. 4 of 2013 Part IV Section 23 (1) (d) which states that the Higher Education Authority shall deregister a private higher education institution if private higher education institution has ceased to operate or exist, the institution applied to the Authority to be deregistered on these grounds.
HEA continues to warn the general public not to enrol at any private institution not registered neither should they enrol in any learning programme from both private and public HEIs that have not been accredited as their qualifications will not be recognised.
