HEA Gazettes 61 New Types of HEIs
The Higher Education Authority (HEA) has gazetted 61 Higher Education Institutions (HEIs) which fall under the new types of HEIs introduced by the Higher Education (Amendment) Act, 2021.
The Amendment Act in Section 11 (1) expanded the legal category of HEIs to consist of colleges, university colleges, universities, technical university colleges, technical universities, institutes, institutions established by any other written law, and institutions for the specialised training of professionals in a specified field.
Therefore, for 2023, HEA has gazetted, for public HEIs, a technical university college, 2 institutions for the specialised training of professionals in a specified field, and 2 colleges.
Furthermore, for private HEIs, HEA has gazetted 46 colleges and 10 university colleges.
Moreover, HEA has gazetted 10 recognised public universities and 52 registered private universities. The list of HEIs were gazetted in Gazette Notice No. 732 of 2023, which was published on Friday, 2nd June, 2023.
In accordance with the provision of the Higher Education Act No. 4 of 2013 Part IV, Section 15 (1) and Statutory Instrument No. 25 of 2016 Part II Section 5 (2), the Higher Education Authority (HEA) is mandated to provide for the registration and regulation of private Higher Education Institutions (HEIs) and their campuses. Consequently, the Higher Education Act Part IV Section 15 (i), thus, outlines that a person cannot operate a private HEI unless the private HEI is registered under this Act.
HEA continues to warn the general public not to enrol at any private institution not registered with the Authority neither should they enrol in any learning programme from both private and public HEIs that have not been accredited as their qualifications will not be recognised.
HEA’s list of registered HEIs is a dynamic list. It should be cited with verification from the Authority’s website, www.hea.org.zm or emailing info@hea.org.zm, or calling +260 211 227 084.
