From Forfeiture to Function, HEA Tours Newly Endowed Property by the State

The Higher Education Authority (HEA) has been officially endowed with a property in Kingsland City, Lusaka, by the Government of the Republic of Zambia, as part of the State’s ongoing efforts to recover assets forfeited through the fight against corruption.

The forfeiture of assets to the State is provided for under the Forfeiture of Proceeds of Crime Act No. 19 of 2010, which allows the recovery of properties acquired through unlawful means. These assets are subsequently channelled towards advancing public service delivery, a visible demonstration of how Zambia’s anti-corruption efforts are yielding tangible national benefits.

HEA received the property, together with a Toyota Starlet, from the Secretary to the Treasury, Mr. Felix Nkulukusa, on 30th October, 2025.

Speaking during the tour of the property this morning, HEA Director-General, Professor Kazhila C. Chinsembu, expressed his gratitude to the Government for the gesture.

“At the moment, we are renting at the EIZ Building, so we are very happy to receive this property from Government, which we shall use as part of the Higher Education Authority’s offices,” he said.

Professor Chinsembu commended the State’s resolve in the fight against corruption, stating that the forfeiture of ill-acquired assets is proof that integrity pays and justice can empower public institutions.

“This is a very phenomenal step in the fight against corruption, that the fight can actually bring about benefits to public institutions,” he emphasised.

The Director-General further extended appreciation to the Secretary to the Cabinet, the Anti-Corruption Commission (ACC), and Director of Public Prosecutions, State Counsel Gilbert Phiri, for their pivotal roles in facilitating the handover process and ensuring that forfeited assets are put to productive national use.
