HEA Appears Before the Parliamentary Committee over Teaching Profession Bill, 2025
The Higher Education Authority (HEA) lit this morning appeared before the Parliamentary Committee on Education, Science and Technology to present its expert opinion on the Teaching Profession Bill, 2025.
Leading the delegation and presenting on behalf of the Authority, the Director-General, Professor Kazhila C. Chinsembu, commended the initiative to repeal and replace the Teaching Profession Act, 2013, describing it as “a progressive step towards strengthening the professional standing of teachers in Zambia.”
“The quality of teachers is the foundational input for achieving this goal, as they are responsible for educating all other professionals,” Professor Chinsembu said, continuing, “Therefore, a robust, well-regulated, and coordinated system for teacher education and professionalisation is paramount.”
He further emphasised that the HEA remains a strong proponent of a professional, well-regulated teaching force, as this is essential to ensuring that Zambia’s education system continues to produce graduates who can drive national development and innovation.
Professor Chinsembu was accompanied by Dr. Martin Mushumba, Director – Quality Assurance; Mr. Denny Nsokolo, Acting Manager – Standards, Research and Institutional Audits; Ms. Bertha Miyanda, Acting Manager – Programme Accreditation; Mr. Frank Mutale, Acting Senior Programme Accreditation Officer; Mr. Birbal Boniface Musoba, Corporate Communications Officer; and, Ms. Temwa Gondwe, Corporate Communications Assistant.
The Teaching Profession Bill, 2025, primarily affects the Teaching Council of Zambia (TCZ) by redefining its functions and significantly enhancing its regulatory powers. Further the Bill aims to harmonise the regulatory framework by creating a single disciplinary structure for all teachers.
