2024 EMPLOYMENT OPPORTUNITY: MULTIPLE POSITIONS

The Higher Education Authority (HEA) is a statutory body established by the Higher Education Act No. 4 of 2013. The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.

Higher Education Authority invites applications from suitably qualified Zambians to fill the following vacant position:

1.    MANAGER – HUMAN RESOURCE AND ADMINISTRATION

JOB PURPOSE

To manage the human resource and administrative functions to enhance performance and improve productivity.

RESPONSIBILITIES

  1. Partner with senior management to oversee the development and delivery an integrated Human Resource (HR) strategy, policies and practices aligned to the overall strategy of HEA and industry best practice.
  2. Supervise the HR and Administrative function to optimise utilisation of resources, enhance performance and delivery of services.
  3. Manage resources and outputs of the function in terms of operations, labour, budgets and wellness.
  4. Lead sustainable talent acquisition, talent management, staff engagement and talent retention processes.
  5. Drive a robust performance management system that impacts high productivity and effectively manage underperformance.
  6. Implement remuneration packages and benefits in line with determinations by the Emoluments Commission and best practice to attract and retain talent.
  7. Maintain constructive relationships with the labour office, external stakeholders, regulatory and other governmental agencies.
  8. Coach line management in the development and implementation of people policies and procedures, conditions of service and the disciplinary code to achieve consistency and fairness in the application thereof.
  9. Monitor and evaluate implementation of departmental programmes to assess the impact of service delivery and take appropriate intervention measures.
  10. Optimise the Human Resource Management information system and supervise the preparation of human resource and administration reports to enhance monitoring, evaluation and decision making.
  11. Supervise the delivery of effective and efficient administrative services including the management of facilities, transport, security, utilities, maintenance and other general office services.
  12. Review and monitor outsourced HR and administrative services for strict compliance with service level agreements and value for money.
  13. Maintain knowledge of trends, best practices, labour law and regulatory changes and new technologies and apply this knowledge to review and effect changes in HR and administration policies, practices and priorities. 

QUALIFICATIONS AND EXPERIENCE

  1. School Certificate or its equivalent.
  2. Bachelor’s degree in Human Resource Management or relevant social science or commercial field from a recognised Higher Education Institution.
  3. Full Member of the Zambia Institute of Human Resource Management (ZIHRM) with a valid practising certificate.
  4. 10 years relevant experience, five (5) of which must be at middle management level preferably in a public institution of similar size and complexity.

2.    MANAGER – STANDARDS, RESEARCH AND INSTITUTIONAL AUDITS

JOB PURPOSE

To manage the development and implementation of standards, registration and auditing of Higher Education Institutions to implement set standards.

RESPONSIBILITIES

  1. Develop and implement policies and programmes which provide guidance in the operations of Higher Education Institutions (HEIs).
  2. Lead the development and implementation of standards to guide the process of registration and accreditation.
  3. Manage the registration and auditing of HEIs assure that their operations conform with regulatory conditions and prescribed standards.
  4. Oversee the surveillance and inspections of HEIs to provide assurance of their compliance with minimum criteria for operations.
  5. Conduct research on topical and emerging issues in higher education to inform decision making in the regulation of higher education.
  6. Monitor and evaluate the implementation of departmental programmes to assess the impact of service delivery and provide appropriate intervention measures.
  7. Coordinate the preparation and publication of the state of higher education report, list of registered and established HEIs and other reports to facilitate decision making and inform the public.
  8. Supervise preparation of the Section budget to facilitate acquisition of resources of the Section.
  9. Manage timely development of work plans and implementation of the Annual Performance Appraisal System (APAS) to monitor, evaluate and enhance performance.
  10. Manage effectively staff and other resources of the Section to facilitate the attainment of the department’s objectives.

QUALIFICATIONS AND EXPERIENCE

  1.  School Certificate or equivalent qualification.
  2. Bachelor’s degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.
  3. 10 years relevant experience, five (5) of which must be at middle management level in university administration, consultancy or research.

3.    DOCUMENTATION AND REGISTRY ASSISTANT

JOB PURPOSE

To provide documentation and registry services in order to enhance accessibility of information.

RESPONSIBILITIES

  1. Undertakes timely storage and retrieval of documents in order to provide information to users.
  2. Undertakes accurately indexing of files and archiving of records in order to create space and maintain institutional information.
  3. Undertakes timely, movement of files in order to facilitate action.
  4. Undertakes timely, documents reproduction duties in order to facilitate institutional programme implementation.
  5. Undertakes timely receipt and distribution of correspondence in order to facilitate easy flow of information.
  6. Undertakes effectively the securing of records in order to prevent unauthorised access.
  7. Undertakes regularly the appraisal of records in order to facilitate archiving and space creation.
  8. Undertakes timely, development of individual work plans in order to monitor, evaluate and enhance performance.

QUALIFICATIONS AND EXPERIENCE

  1. School Certificate or its equivalent.
  2. Diploma in in Library and Information Studies OR related field from a recognised Higher Education Institution.
  3. At least one (1) year relevant experience.
