14 universities Classified to Offer Doctorates

The Higher Education Authority (HEA) has in accordance with the provision of the Higher Education Act No. 4 of 2013 and Statutory Instrument No. 25 of 2016 Part IV Regulation 17, gazetted the classifications of recognised and registered Higher Education Institutions (HEIs), with only 14 universities classified as being able to offer doctorates.

The classification of universities was published in the Gazette Notice No. 944 of 2024, which appeared in the Government Gazette No. 7638, Vol. LX, No. 103, dated Friday, 6^th September, 2024, Lusaka. This gazetted list was as of 31^st March, 2024.

The 14 universities classified to offer doctorates consist of 10 private universities and 4 public universities. The private universities are, in alphabetical order, Africa Research University, Cavendish University, DMI-St. Eugene University, Gideon Robert University, Rockview University, Texila American University, Unicaf University Zambia, University of Lusaka, Zambian Open University, and ZCAS University.

The public universities are, in alphabetical order, Chalimbana University, Copperbelt University, Mulungushi University, and University of Zambia.

Classification of universities places the universities in tiers which describe the level of education each university is allowed to offer under the Zambia Qualifications Framework (ZQF). There are 4 tiers, namely, ZQF 10, ZQF 9, ZQF 8 and ZQF 7.

Therefore, only universities classified as ZQF 10 can offer learning programmes up to Doctorate level. 14 have been gazetted as being classified in this category.

Universities classified as ZQF 9 can offer up to Masters learning programmes. 23 universities have been classified at this level. 20 of these are private universities and 3 are public universities.

Furthermore, universities classified as ZQF 8 can offer up to Postgraduate Diploma learning programmes. The 10 universities classified in this category are all private universities.

And, lastly, universities classified as ZQF 0 can offer up to Bachelors learning programmes. 14 universities have been classified in this category. 12 of these are private universities and 2 are public universities.
