Registration
HEA was established through the Higher Education Act No. 4 of 2013 with the mandate to register private HEIs.
Accreditation
A Higher Education Institution (HEI) shall apply to the Higher Education Authority (HEA) for the accreditation of a Learning Programme (LP).
Quality Assurance
HEA will be ensuring effective quality assurance in service delivery by higher education institutions (HEIs).
Registration
A person who intends to operate a private higher education institution (HEI) shall apply to the Authority for registration.
Institutional Audits and Inspections
HEA shall for the purposes of ensuring compliance with the Act and verification of the information provided in the application conduct, an institutional audit and a physical inspection of the premises to be used.
Certificate of Registration
HEA shall, where it approves an application for registration, issue an applicant with a certificate of registration.
A private HEI with more than one campus shall be issued with a separate certificate for each campus.

Classification of Higher Education Institutions
Classification of Higher Education Institutions is not a legal requirement for Registration. However, it is a system which will provide information to the public on the ability of the higher education institution to satisfy the Minimum Quality Standards for the provision of higher education.
Quality Assessment Platform
The Quality Platform is the basis for the assessment of quality on all the core and non-core criteria used in the assessment of applications for Registration as a Private Higher Education Institution.
National Classification System
The national classification system will lead to new and existing Universities being classified into tiers depending on their capabilities in teaching, research and public service. The tiers are based on a national classification system developed by the Authority and provided for by the Higher Education Act No.4 of 2013 and Statutory No. 25 of 2016.
