The ACC Team included Mr. Kelvin Siwale (2-R), Assistant Director – Corruption Prevention, and Mrs. Pamela Simwatachela, Senior Corruption Prevention Officer.

Integrity Committees have emerged as a central pillar in Zambia’s national strategy to combat corruption, with the Higher Education Authority (HEA) now moving to integrate the model into its institutional framework.

This follows an engagement with the Anti-Corruption Commission (ACC) held on Friday, 17th April, 2026, in the HEA Boardroom in Lusaka.

According to the ACC, the Integrity Committee Programme is not merely an initiative of the Commission, but a national policy instrument coordinated under the Office of the Secretary to Cabinet.

“The fight against corruption requires every institution and every citizen to participate,” ACC Director – Corruption Prevention, Mrs. Glenda Mungalaba stated.

The programme seeks to embed corruption prevention into everyday institutional operations, ensuring that organisations do not rely solely on external enforcement, but actively build internal systems of accountability.

With over 280 Integrity Committees already established nationwide, the initiative has shown measurable impact in strengthening governance and improving transparency.

HEA’s participation marks a significant step in extending this framework into the higher education sector, aligning regulatory oversight with national anti-corruption efforts.

The approach signals a shift in governance philosophy, from enforcement to institutional culture change.
