<p>The Higher Education Authority (HEA), established by the Higher Education Act, No. 4 of 2013, is the statutory body that regulates and monitors standards in Higher Education Institutions (HEIs) to enforce quality services and contribute to the enhancement of human capital and accelerated national development.</p>



<p>The HEA now invites applications from suitably qualified Zambians to fill the following vacant positions:</p>



<h2 class="wp-block-heading">JOB DESCRIPTION/SPECIFICATION</h2>



<h2 class="wp-block-heading">1.&nbsp;&nbsp;&nbsp;&nbsp; MANAGER FINANCE</h2>



<p><strong>&nbsp;JOB PURPOSE</strong></p>



<p>To manage financial resources in order to ensure efficient utilisation and accountability of public funds.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Undertakes periodically, the development and implementation of policies in order to provide financial guidance.</li>



<li>Manages and supervises timely, the preparation of the Institutional budget in order to facilitate resource mobilisation.</li>



<li>Manages and supervises effectively, revenue collection in order to facilitate operations of the Authority.</li>



<li>Manages effectively, the implementation of the budget in order to ensure expenditures are within the approved estimates and in compliance with regulations.</li>



<li>Manages timely, preparation of all financial reports and statements in order to facilitate decision making and audit.</li>



<li>Manages and supervises effectively, the maintenance of books of accounts and records in order to facilitate storage and retrieval of information.</li>



<li>Manages and supervises effectively, recovery of loans, advances and imprest issued in order to ensure compliance with financial regulations.</li>



<li>Manages and supervises timely, the preparation of audit responses in order to facilitate appropriate interventions</li>



<li>Monitors and evaluates periodically, the implementation of departmental programmes in order to assess the impact of service delivery and provide appropriate intervention measures.</li>



<li>Manages timely, development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.</li>



<li>Manages effectively, staff and other resources of the Section in order to facilitate the attainment of the department’s objectives.</li>
</ol>



<p><strong>QUALIFICATIONS</strong></p>



<p>a) School Certificate or its equivalent</p>



<p>b) Minimum Vocational/Professional Qualifications:</p>



<ul class="wp-block-list">
<li>Degree in Accountancy/Finance from a recognised Higher Education Institution <strong>OR</strong> Accounting Qualifications such as ACCA/CIMA/ZICA or its equivalent.</li>



<li>Practicing member of the Zambia Institute of Chartered Accountant.</li>
</ul>



<p>c) Minimum Relevant Pre-Job Experience:</p>



<ul class="wp-block-list">
<li>Six (6) years relevant experience, two (2) of which must be at middle management</li>
</ul>

<h2 class="wp-block-heading">2.  LEGAL COUNSEL AND BOARD SECRETARY</h2>



<p><strong>JOB PURPOSE</strong></p>



<p>To Manage all legal matters and provide secretarial services to the Board of Directors in order to safeguard the interest of the Authority.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ul class="wp-block-list">
<li> Provides effectively legal services in order to ensure compliance with the law.</li>



<li> Provides timely secretarial services to the Board in order to facilitate the conduct of board business.</li>



<li> Undertakes timely, the review and preparation of business contracts and other legal documents in order to ensure compliance and safeguard the interests of the Authority.</li>



<li>Prepares timely, the Unit budget in order to facilitate acquisition of resources.</li>



<li>Develops periodically, the work plans in order to facilitate the monitoring and evaluation of performance.</li>
</ul>



<p><strong>QUALIFICATIONS</strong></p>



<p>a) School Certificate or its equivalent</p>



<p>b) Minimum Vocational/Professional Qualifications:</p>



<ul class="wp-block-list">
<li>Bachelor of Laws </li>



<li>Advocate of the High Court of Zambia</li>
</ul>



<p>c) Minimum Relevant Pre-Job Experience:    <strong>       </strong></p>



<ul class="wp-block-list">
<li>Eight (8) years relevant experience, two (2) of which should be at management level.</li>



<li>Must be a member of the Law Association of Zambia.</li>
</ul>

<h2 class="wp-block-heading">3. OFFICE ASSISTANT</h2>



<p><strong>&nbsp;JOB PURPOSE</strong></p>



<p>To undertake cleaning of offices and document reproduction services in order to provide a conducive working environment and facilitate institutional programme implementation.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ul class="wp-block-list">
<li>Undertakes the Cleaning of offices, floors, toilets, furniture, kitchen utensils and applies disinfectants.</li>



<li>Undertakes accurately, photocopying, binding, shredding and other documents reproduction duties in order to facilitate institutional programme implementation.</li>



<li>Undertakes effectively, the preparation of meeting venues in order to facilitate the conduct of meetings.</li>
</ul>

<p><strong>MINIMUM REQUIREMENTS</strong></p>



<p>a) School Certificate or equivalent</p>
