INSPECTOR- INSTITUTIONAL AUDITS (2 POSITIONS)

            JOB PURPOSE

To undertake the registration, surveillance, and inspections, institutional audit of Higher Education Institutions in order to ensure that set standards are met.

            RESPONSIBILITIES

• Timely undertaking the registration of Higher Education Institutions in order to facilitate operations in conformity with regulatory conditions.
• Conducting regularly surveillance and inspections of Higher Education Institutions in order to ensure compliance with minimum criteria for operations
• Undertaking regularly the auditing of Higher Education Institutions in order to ensure conformity to set standards.
• Preparing periodically the state of higher education report, list of registered and established Higher Education Institutions and other reports to facilitate decision making and inform the public.
• Undertaking periodically, the development and implementation of policies and programmes in order to provide guidance in the operations of Higher Education Institutions.

MINIMUM REQUIREMENTS

1. Full Form V/Grade 12 Certificate with credit or better in Mathematics and English or equivalent.
2. Bachelor’s Degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.
3. A minimum of 2 years relevant work experience in a Higher Education setting or in a regulatory body.
4. Specialisation in Nursing or Health Sciences will be an added advantage.

In view of the election day on Thursday, 12^th August, 2021, with the following day being declared a nonworking day by the Republican President, HEA has extended the deadline to Tuesday, 17^th August, 2021, to accord applicants the ample time to apply.

HEA Acting Director General, Dr. Vitalicy Chifwepa, stated that the Authority had resolved to extend the application deadline so that prospective applicants will have enough time to apply after performing their civic duty.

“The Higher Education Authority does not work in isolation from what is going on in the country and, as such, we are cognisant that this week is a big week in which all Zambians are being called upon to perform their civic duty by voting,” Dr. Chifwepa said.

The Acting Director General further stated that the extension would, therefore, give more time to all applicants to apply.

STANDARDS & RESEARCH OFFICER (1 POSITION)

Key Responsibilities  

The job holder will be responsible for timely undertaking the development and implementation of standards in order to provide a regulatory framework for Higher Education Institutions. The job holder will also be responsible for undertaking Research in topical and emerging issues in Higher Education.

Qualifications and Experience

• Bachelor’s Degree in a Science, Technology or Social Science discipline earned from a recognised Higher Education Institution.
• A minimum of 2 years’ experience in Standards Development and Research.

PROGRAMME ACCREDITATION OFFICER (1 POSITION)

Key Responsibilities  

The job holder will be responsible for undertaking timely accreditation of Learning Programmes for Higher Education Institutions. The job holder will also be responsible for auditing of Learning Programmes in order to ensure that Learning Programmes meet set standards.

Qualifications and Experience

• Grade Twelve (12) School Certificate with Five Credits or better including Mathematics, Science and English.
• Bachelor’s Degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.
• A minimum of 2 years’ experience in a Higher Education Setting.

MONITORING AND EVALUATION OFFICER (1 POSITION)

Key Responsibilities

The job holder will be responsible for the development and implementation of a result-based monitoring and evaluation framework for the Authority. The job holder will also be undertaking the evaluation of performance of policies, programmes and activities on key result areas of the Authority against targets and parameters in order assess the impact of service delivery.

Required Qualifications, Skills and Experience

• Grade Twelve (12) School Certificate with Five Credits or better including Mathematics, Science and English.
• Bachelor’s Degree in Social Science, Science or Technical discipline earned from a recognised Higher Education Institution.
• A qualification in Project Management will be an added advantage.
• Proficiency in database management and data analysis
• Minimum 3 years of relevant experience with strong writing abilities.
