<p>The <a href="http://www.hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> has completed the development of its communication strategy, in collaboration with the Ministry of Information and Media (MIM).</p>



<p>The development of the communication strategy was in order to facilitate for awareness creation among stakeholders so that every stakeholder is fully aware of the existence of the Authority and what it strives to achieve in the education sector. This was made more apparent with the conclusion of the 2018 – 2021 Strategic Plan and the development and subsequent implementation of the 2022 – 2026 Strategic Plan.</p>



<p>HEA further developed the communication strategy for the purpose of increasing knowledge among stakeholders, especially the <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institution</strong></a><strong>s (HEIs)</strong> regarding the expectations of the Authority. This was further made apparent following the assenting of the <a href="https://hea.org.zm/?smd_process_download=1&amp;download_id=7662"><strong>Higher Education (Amendment) Act No. 23 of 2021</strong></a>.</p>



<p>The Amendment Act has brought a new status quo to the higher education subsector through, amongst others, all HEIs being under HEA; no new institution being registered as a university at first registration but as a college or university college; and, the creation of diversity in the type of HEIs through the creation of categories that include college, university college, technical university college, university, institute (for research), institution established by any other written law, and institution for specialised training of professionals in a specialized field.</p>



<p>Further, HEA developed the communication strategy for the purpose of changing attitudes among stakeholders regarding the purpose of the existence of the Authority in the education subsector, as Prof. Stephen Simukanga, the Director General of the Authority, always says that HEA wants to be more than just a regulator but a player in the subsector.</p>



<p>Moreover, the communication strategy was developed in order to communicate standards to which HEIs should adhere. HEA developed and distributed the Zambia Standards and Guidelines for Quality Assurance in Higher Education (ZSG-QA) and, as such, it will continue to advocate in order to ensure that all HEIs put in place policies or practices that are supportive of the prescribed standards.</p>
