<h2 class="wp-block-heading has-text-align-center"><strong>A Message from the Acting Director-General of the Higher Education Authority, Dr. Martin Mushumba</strong></h2>



<p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> joins the global community in observing the 16 Days of Activism against Gender-Based Violence (GBV). This year&#8217;s theme calls us to action.</p>



<p>As mandated by the <a href="https://hea.org.zm/downloads/higher-education-act-and-statutory-instruments/"><strong>Higher Education Act, 2013</strong></a>, as amended by the <a href="https://hea.org.zm/downloads/higher-education-act-and-statutory-instruments/"><strong>Higher Education (Amendment) Act, 2021</strong></a>, HEA is committed to ensuring the highest standards of quality in the higher education sector. This includes fostering an environment where all students and staff can learn, work, and thrive without fear of violence, harassment, or discrimination.</p>



<p>GBV in higher education undermines our core values of respect, equality, and academic excellence. It creates barriers to access and success for survivors, hinders their potential, and ultimately, impedes the progress of our institutions and our nation.</p>



<p><strong>Therefore, the HEA, in support of this campaign, reiterates its commitment to:</strong></p>



<ol start="1" class="wp-block-list">
<li><strong>Promoting Awareness and Education:</strong> We will continue to support initiatives that raise awareness about GBV, its root causes, and its impact on the higher education community. This includes the implementation of GBV policies in Higher learning Institutions</li>
</ol>



<ol start="2" class="wp-block-list">
<li><strong>Strengthening Institutional GBV Policies:</strong> We will work with Higher learning institutions to ensure that they have robust and effective policies against GBV.</li>
</ol>



<ol start="3" class="wp-block-list">
<li><strong>Supporting Research and Data:</strong> We support the collection and analysis of data to better understand the prevalence, nature, and impact of GBV within higher education settings.</li>
</ol>



<ol start="4" class="wp-block-list">
<li><strong>Encouraging Collaboration:</strong> We encourage Higher learning institutions to work with relevant stakeholders to ensure students can access support.</li>
</ol>



<ol start="5" class="wp-block-list">
<li><strong>Advocating for Prevention:</strong> We are committed to fostering a culture of respect, equality, and non-violence within higher education, contributing towards the prevention of GBV.</li>
</ol>



<ol start="6" class="wp-block-list">
<li><strong>Upholding the Right to Education:</strong> The HEA acknowledges that GBV compromises the right of all students to a safe and enabling academic environment. Therefore, HEA will collaborate with Higher learning institutions to ensure their GBV policies prioritize the safety and well-being of all students and staff.</li>
</ol>



<p>We call upon all stakeholders in the higher education sector – institutions, students, faculty, staff, and partners – to join us in this vital effort. Let us work together to create safe and inclusive spaces where all can achieve their full potential.</p>



<p>Together, we can create a higher education system free from violence, a system that celebrates and safeguards the rights of all.</p>
