The Higher Education Authority (HEA) is a grant aided institution established under the Higher Education Act No. 4 of 2013, to ensure quality of de¬livery of services by Higher Education Institutions (HEIs). The HEA began its operations in 2015.

“To coordinate, regulate, supervise and monitor standards of higher education in Zambia.”

“To be an efficient and effective higher education regulatory agency which will bring forth a quality higher education system which is well coordinated, acces¬sible, equitable, responsive and relevant.”

“To develop and regulate a quality higher education system which produces indi¬viduals who are well equipped to contrib¬ute to national development.”

The Minister of Higher Education appoints an 11 member Board of the Authority to implement directives which are consistent with the provisions of Higher Education Act No. 4 of 2013. The Authority Board was appointed on 22nd October, 2014.

The Board appoints a Director General who is the chief executive officer of the Authority and is responsible for the day-to-day administration of the Authority.

HEA Staff

The HEA Staff members are responsible for the day-to-day functioning of the organisation, and the execution of its mandate as prescribed by the Higher Education Act No. 4 of 2013.
