213 Higher Education Institutions Make 2026 Official Gazette List

The Higher Education Authority (HEA) has published the official 2026 list of registered private and recognised public Higher Education Institutions (HEIs), confirming that Zambia now has 213 recognised and registered HEIs as of 31^st March, 2026.

The list has been published in Gazette Notice No. 664 of 2026, issued on Friday, 17^th April, 2026, in Lusaka, in accordance with the Higher Education Act, 2013, Part IV Section 48, which requires the Authority to publish, within the first quarter of every calendar year, a list of all HEIs registered or established under the Act.

Of the 213 HEIs, 49 are recognised public HEIs, while 164 are registered private HEIs.

The public HEIs comprise 10 public universities, 27 public colleges, 11 public institutions for specialised training of professionals in a specified field, and one (1) public technical university college, namely the Zambia University College of Technology (ZUCT).

The registered private HEIs comprise 50 private universities, 93 private colleges, four (4) private institutions for specialised training of professionals in a specified field, 1 private technical college, namely Holy Cross Technical College, and 16 private university colleges.

This Gazette is not just a list but it is the official public reference point for students, parents, guardians, employers and the general public to verify whether an institution is legally recognised or registered to offer higher education in Zambia.

HEA continues to warn the general public not to enrol at any private institution that is not registered by the Authority, as qualifications obtained from such institutions will not be recognised.

HEA Gazettes 2026 University Classifications

The Higher Education Authority (HEA) has published the official 2026 classification list of universities, identifying institutions approved to offer higher education up to different Zambia Qualifications Framework (ZQF) levels.

The classification list has been published in Gazette Notice No. 665 of 2026, issued on Friday, 17^th April, 2026, in Lusaka, in accordance with the Higher Education (General) Regulations, 2024, Section 23, which requires the Authority to publish the classification list of Higher Education Institutions (HEIs) within the first quarter of the year.

The classification is critical because it defines the level at which an HEI may legally offer higher education. It protects students from enrolling in programmes offered outside an institution’s approved level and helps employers, parents and the public understand the scope of each institution’s approval.

Under the Regulations, HEIs are classified into four (4) tiers. Tier 1 institutions offer higher education up to doctoral degree level, Tier 2 institutions up to master’s degree level, Tier 3 institutions up to bachelor’s degree level, and Tier 4 institutions up to diploma level.

In the 2026 classification list, five (5) public universities are classified at ZQF Level 10, meaning they are approved to offer higher education up to doctoral degree level. These are Chalimbana University, the Copperbelt University, Kwame Nkrumah University, Mulungushi University, and the University of Zambia.

Among private universities, 12 institutions are classified at ZQF Level 10. These are Africa Research University, Cavendish University, DMI-St. Eugene University, Gideon Robert University, Information and Communication University, Rockview University, Rusangu University, Texila American University, Unicaf University Zambia, University of Lusaka, Zambian Open University, and ZCAS University.

The Gazette further shows that among private universities, 21 are classified at ZQF Level 9, nine (9) at ZQF Level 8, and eight at ZQF Level 7.

From Lists to Quality: Why the 2026 Gazette Matters

The publication of the 2026 Gazette lists by the Higher Education Authority (HEA) marks more than a statutory requirement. It is one of the strongest tools available to the public in protecting the value of higher education in Zambia.

Through Gazette Notice No. 664 of 2026 and Gazette Notice No. 665 of 2026, the Authority has published both the official list of registered private and recognised public Higher Education Institutions (HEIs), and the official classification of universities as of 31^st March, 2026.

Together, the two (2) notices address 2 critical questions: first, whether the institution is legally recognised or registered; and second, the specific level at which it is authorised to provide higher education.

This matters because access to higher education is growing, institutions are expanding and students now have more choices than before. But with more choice must come more public information, stronger quality assurance and better protection for students.

Therefore, the Gazette becomes a public verification tool that helps students and parents avoid unregistered institutions. It helps employers verify the credibility of qualifications. It helps institutions understand their approved limits. It also helps HEA continue building a more transparent and accountable higher education subsector.

The 2026 figures show a growing and diverse subsector, with 213 HEIs on the official list, comprising 49 recognised public institutions and 164 registered private institutions.

That diversity is good for access but access must always move with quality. This is why HEA continues to urge the public to check before enrolling, verify before paying and report institutions that may be operating outside their registration, recognition or approved classification.

HEA reminds the general public that in higher education, a name is not enough but what matters more is recognition, registration and classification.

HEA Calls HEIs to Livingstone for Quality Assurance and AI Training

The Higher Education Authority (HEA) will host a three (3)-day Winter School Capacity Building Workshop for Higher Education Institutions (HEIs), from Wednesday, 15^th July to Friday, 17^th July, 2026, at Chrismar Hotel in Livingstone.

The workshop will be held under the theme, “Strengthening Higher Education Curriculum Quality through Quality Assurance in the Era of Digital Transformation and Artificial Intelligence.”

In an invitation to HEIs, HEA Director-General, Professor Kazhila C. Chinsembu, stated that the Winter School is designed to strengthen institutional capacity in curriculum design, accreditation readiness, internal quality assurance systems, digital transformation and the responsible integration of artificial intelligence.

The workshop will also focus on promoting academic integrity in the digital era, aligning HEIs with national, regional and international quality frameworks, and introducing best practices in data-driven quality assurance and digital QA systems.

Each institution is invited to nominate two participants, one of whom should be the officer responsible for quality assurance. Institutions are also free to send more than two participants.

The participation fee is K4,000.00 per participant, covering a certificate of participation, lunch, and two tea breaks per day. Travel and accommodation costs will be met by the participating institutions.

The Winter School comes at a critical time when higher education is being reshaped by digital systems, artificial intelligence, and increasing demands for relevant, responsive and future-facing curricula.

The engagement comes at a time when quality assurance is increasingly becoming central to institutional credibility, regional comparability and graduate competitiveness.

Professor Chinsembu Visits Zambia’s Only Technical University College, Calls for Growth in AI and Data Science

The Director-General of the Higher Education Authority (HEA), Professor Kazhila C. Chinsembu, on Friday, 24^th April, 2026, visited the Zambia University College of Technology (ZUCT) in Ndola for the first time as part of his continued stakeholder engagement with Higher Education Institutions (HEIs).

The visit formed part of the Director-General’s ongoing engagement with HEIs to better understand their operations, opportunities, challenges and strategic contribution to Zambia’s higher education subsector.

ZUCT is a particularly important institution in Zambia’s higher education landscape. It is the only public technical university college in the country and one of only two (2) technical HEIs in Zambia, the other being Holy Cross Technical College.

During the engagement, Professor Chinsembu said HEA was ready to support the institution as it expands its training capacity, particularly in strategic fields such as artificial intelligence, data science and information technology.

He observed that HEIs such as ZUCT are well positioned to train young people for the digital economy, where skills can translate directly into employment, entrepreneurship and innovation.

“We are here to support you, and we hope that you can advance your training so that you reach more students and expand more programmes,” Professor Chinsembu said.

He further encouraged the institution to explore programmes that respond to emerging technologies, noting that young people can now use digital tools, including phones and computers, to create income and employment for themselves.

ZUCT Executive Director, Dr. Betty S. Bweupe, welcomed the visit, noting that it was a significant moment for the institution as the Director-General had not previously visited the University College.

She said that ZUCT had slightly over 2,800 students, with 1,084 students on Higher Education Loans and Scholarships Board (HELSB) support. She further noted that the technical university college had continued making progress despite infrastructure and governance challenges.

Among the issues discussed was student accommodation, of which Dr. Bweupe indicated that the HEI currently had about 356 bed spaces, with most students accommodated outside campus through inspected boarding houses and related arrangements.

Professor Chinsembu encouraged the technical university college to explore Public-Private Partnership (PPP) opportunities for hostel development, especially as ZUCT still had approximately six (6) hectares of unused land.

The visit also allowed the Director-General to appreciate the ZUCT’s strategic role in technical education, digital skills training and the future of Zambia’s technology-driven development.

HEA Director-General Impressed by Hands-On ICT Training Inside ZUCT’s Smart Centre

The Director-General of the Higher Education Authority (HEA), Professor Kazhila C. Chinsembu, toured the Smart Centre and e-labs at the Zambia University College of Technology (ZUCT) in Ndola during his first official visit to the institution on Friday, 24^th April, 2026.

The tour formed part of the Director-General’s stakeholder engagement with Higher Education Institutions (HEIs), aimed at appreciating institutional capacity, infrastructure, programme implementation and opportunities for growth.

After touring the e-labs, Professor Chinsembu said he was impressed with the facilities and the practical training environment available at ZUCT.

“We are impressed with everything we have seen. I have not visited many institutions to see these kinds of things,” Professor Chinsembu said.

He encouraged the institution to market itself more aggressively, including within the region, noting that its facilities and specialised ICT training capacity could attract international students from countries such as Namibia, Botswana, Eswatini and others.

The Smart Centre was established in 2016 by the Zambian Government under the Smart Zambia Project Phase I as an ICT Talent Development Centre. It was established to support ICT skills development, services and infrastructure in line with national development objectives.

Speaking during the tour, Engineer John Silungwe, Director – Smart Centre, explained that the e-lab provides students with practical training in networking, storage, unified communication, wireless LANs and fibre optics transmission.

“The e-lab is basically a place where we train our students in various aspects of networking, storage, unified communication, wireless LANs, as well as fibre optics transmission,” Engineer Silungwe said.

He added that the facility allows students to gain hands-on experience rather than focusing only on theory.

Engineer Silungwe further explained that ZUCT has arrangements with various institutions where students are sent for attachments as part of the graduation process, ensuring that they gain industry exposure.

The Director-General noted that such practical and industry-linked training is critical for producing graduates with competencies that respond to labour market needs.

ZUCT’s Smart Centre continues to support training in ICT professional and short vocational courses, including networking, cyber security, IT security, unified communications, video conferencing technologies and other industry-relevant fields.

Professor Chinsembu Visits CBU as HEA Deepens Stakeholder Engagement

The Director-General of the Higher Education Authority (HEA), Professor Kazhila C. Chinsembu, on Thursday, 23^rd April, 2026, visited the Copperbelt University (CBU) in Kitwe as part of his ongoing stakeholder engagement with Higher Education Institutions (HEIs).

During the visit, Professor Chinsembu engaged CBU Management on a number of issues affecting the institution and the higher education subsector.

Among the matters discussed was the payment of student levy for the University’s 26,072 students. CBU Vice-Chancellor, Professor Imasiku Nyambe, pledged that the University would settle the outstanding fees.

The Director-General also held discussions with Professor Bernard Mudenda Hang’ombe, Deputy Vice-Chancellor – Research and Innovation, as part of the broader engagement on the University’s role in teaching, research and innovation.

Officially established as an independent university in 1987, CBU is Zambia’s second oldest public university and remains one of the country’s leading institutions of higher learning.

The University currently has 179 accredited learning programmes and five recognised campuses. These are Kitwe Riverside campus, Recognition No.: HEA/GRZ-0002; Lusaka campus, Recognition No.: HEA/GRZ-0016; Ndola campus – Michael Chilufya School of Medicine, Recognition No.: HEA/GRZ-020; Mpika campus – Mpika Satellite, Recognition No.: HEA/GRZ-021; and Solwezi campus – Solwezi Satellite, Recognition No.: HEA/GRZ-022.

The visit underscored the Authority’s commitment to direct institutional engagement as a key tool for strengthening coordination, compliance, quality assurance and shared responsibility in the higher education subsector.

HEA Director-General Takes HEA Stakeholder Engagement to the Copperbelt

The Director-General of the Higher Education Authority (HEA), Professor Kazhila C. Chinsembu, undertook a strategic stakeholder engagement tour of the Copperbelt, visiting the Copperbelt University (CBU) in Kitwe and the Zambia University College of Technology (ZUCT) in Ndola.

The visits, held on Thursday, 23^rd April and Friday, 24^th April, 2026, respectively, formed part of the Director-General’s continued direct engagement with Higher Education Institutions (HEIs) across the country.

For the Authority, stakeholder engagement is not ceremonial but it is central to how the Authority fulfils its mandate. Through Strategic Objective No. 2 on Stakeholder Engagement, visits to HEIs allow HEA to see institutions as they are, appreciate their strengths, understand their challenges and gather the evidence needed to advise the Minister, regulate institutions, coordinate the development of higher education and promote quality assurance, as provided under the Higher Education Act, 2013, Part II Section 6(1).

At CBU, the Director-General engaged Management on institutional matters, including the payment of student levy and the University’s continued role in teaching, research and innovation.

At ZUCT, the Director-General toured the institution’s facilities, including its Smart Centre and e-labs, and appreciated the University College’s specialised role in technical education and ICT training.

The Copperbelt tour highlighted the importance of direct engagement between the regulator and institutions, especially as the higher education subsector continues to expand in size, complexity and strategic importance.

The visit to ZUCT, for instance, brought to the fore governance and infrastructure issues that require continued policy support, while also revealing strong potential in ICT, data science, artificial intelligence and technical skills development.

The visit to CBU reaffirmed the significance of Zambia’s public universities in advancing research, innovation and human capital development.

Together, the two visits demonstrated the importance of getting out of the office and into the institutions, where higher education is actually delivered.

As HEA continues implementing its mandate of “Ensuring Quality in Higher Education,” the Copperbelt tour stands as a reminder that regulation is strongest when it is informed by engagement, evidence and presence.

HAPPENING NOW: Lusaka Apex Graduates 428 Health Professionals, Including 141 Medical Doctors

The Acting Director-General of the Higher Education Authority (HEA), Ms. Chileshe G. Mwiko, is today attending the 16^th Graduation Ceremony of Lusaka Apex Medical University, as the private Higher Education Institution (HEI) graduates 428 students across various health disciplines.

Of the 428 graduates, three (3) are graduating with Master’s Degrees, 370 with Bachelor of Science Degrees and 50 with Diplomas. Significantly, the graduating class includes 141 medical doctors under the Bachelor of Medicine and Bachelor of Surgery (MBChB) programme.

Ms. Mwiko congratulated the graduates on reaching this important milestone, noting that the graduation of health professionals speaks directly to Zambia’s continued need for skilled, ethical and competent human capital in the health sector.

“Today is not only a celebration of academic achievement, but also a reminder of the responsibility that comes with higher education, especially in the health sciences,” Ms. Mwiko said, adding, “These graduates are stepping into a field where knowledge, discipline, compassion and integrity will be required every day in service to the people of Zambia.”

HEA congratulates Lusaka Apex Medical University and all the graduates on this achievement. As the Authority charged with Ensuring Quality in Higher Education, HEA remains committed to supporting the development of a higher education system that produces graduates with the knowledge, skills and values required to contribute meaningfully to national development.

Established and incorporated in 2008, Lusaka Apex Medical University is the first privately owned Zambian medical university. The institution has four (4) registered campuses, all located in Lusaka, namely: Main Campus, Kasama Road, Reg. No.: HEA/035; Charles Lwanga Campus in Woodlands, Reg. No.: HEA/066; Mutandwa Campus on Kasama Road, Reg. No.: HEA/067; and, Olympia Campus on Chainama Road, Reg. No.: HEA/068.

The University is classified at ZQF 9, meaning it is authorised to offer learning programmes up to Master’s degree level. It currently has 20 accredited learning programmes, two (2) of which are at Master’s level.
