The opening day brought together higher education leaders, quality assurance practitioners and experts for a practical conversation on curriculum quality, digital transformation, responsible use of artificial intelligence, and the future of higher education in Zambia.

The workshop was officially opened by HEA Director-General, Professor Kazhila C. Chinsembu, and featured remarks by Dr. Martin Mushumba, Director – Quality Assurance, as well as a keynote presentation by Eng. Elton Sixpence, Collaborator and Trainer at ENH Training, South Africa.

ZAMREN Chief Executive Officer, Mr. Stein Mkandawire, made a presentation during the opening day of the 2026 HEA Winter School Capacity Building Workshop for HEIs at Chrismar Hotel in Livingstone.

The workshop was held from 15^th to 17^th July, 2026, under the theme, “Strengthening higher education curriculum quality through quality assurance in the era of digital transformation and artificial intelligence.”

Presenting on “Digitalising Higher Education Institution’s Operations for Quality Assurance,” Mr. Mkandawire showed that digital transformation is not only about teaching and learning. It is also about admissions, student records, payments, reporting, payroll, procurement, audit trails and institutional decision-making.

ZAMREN, which serves universities, colleges, research institutes and schools, is a dedicated national research and education network providing affordable high-speed internet and related services to education and research institutions across Zambia.

The presentation highlighted UNICOSIS, a modern cloud-based platform developed by ZAMREN to digitise and unify student information management across higher education institutions. The system supports admissions, registration, grading, payments, reporting, Moodle integration, accommodation, scholarships and financial records.

According to the presentation, UNICOSIS responds to common institutional problems such as fragmented student records, manual administrative processes, limited access to real-time data and disjointed payment and billing systems.

Mr. Mkandawire also presented ZAMREN’s Procurement Management System, an end-to-end digital platform designed to manage the procurement lifecycle from requisition initiation to purchase order completion.

The system allows users to submit and track purchase requests, manage supplier databases, issue and evaluate quotations, support structured approvals and maintain full audit trails. In short, it turns procurement from a paper chase into a transparent workflow.

For HEIs, the ZAMREN presentation was a practical reminder that quality assurance does not only live in classrooms and lecture theatres. It also lives in the systems institutions use to manage students, finances, staff, records and resources.

Digital operations, when properly implemented, can strengthen institutional accountability, transparency and evidence-based decision-making, all of which sit at the heart of quality assurance.

This stern message was delivered yesterday by Eng. Elton Sixpence of ENH Training, South Africa, during his presentation to Higher Education Institutions (HEIs) at Chrismar Hotel in Livingstone.

The keynote presentation, titled “Capitalising Artificial Intelligence for Quality Assurance and Curriculum Excellence in Higher Education,” focused on practical pathways for stronger curricula, better teaching, learning, assessment and evidence-based institutional improvement.

The presentation framed AI not as the starting point, but as a disciplined assistant that only becomes useful when connected to real academic processes, real evidence and real responsibility.

One of the clearest messages was that the starting point must always be quality, including standards, curriculum, teaching, learning, assessment, evidence and improvement.

Eng. Sixpence’s presentation emphasised that AI can help HEIs prepare drafts, compare evidence, find gaps, generate questions and summarise patterns. However, people must still interpret context, verify claims, weigh consequences, defend decisions and remain accountable.

The keynote also drew a clear boundary around AI-assisted programme accreditation. AI may help reviewers identify missing evidence, unclear alignment, risk areas, reviewer questions and possible improvement suggestions, but it must not approve, reject, rank institutions, replace reviewers or ignore context.

The strongest lesson was perhaps the simplest, that AI should not accredit a programme but should help reviewers see whether the evidence supports the quality claim.

The presentation also demonstrated how AI can support evidence-based curriculum review by identifying strong areas, outdated topics, missing competencies, weak alignment and committee questions, while leaving academic communities to decide graduate identity, academic standards, local relevance, workload balance and implementation capacity.

Dr. Mushumba was speaking during the opening day of the 2026 Winter School Capacity Building Workshop for HEIs at Chrismar Hotel in Livingstone.

The Winter School, which ran from 15^th to 17^th July, 2026, is being held under the theme, “Strengthening higher education curriculum quality through quality assurance in the era of digital transformation and artificial intelligence.”

In outlining the objectives of the workshop, Dr. Mushumba said HEIs must understand the relationship between internal and external quality assurance, especially as higher education responds to digital transformation and AI.

“Every time we talk about quality assurance in higher education, we should remember that we are not just talking about HEA as an external regulator, but we are also talking about yourselves applying internal quality assurance systems that you put in place,” he said.

Dr. Mushumba said that HEIs must ask themselves what they should be getting right as registered or recognised institutions, even before thinking about HEA as a regulator.

He said quality assurance must include ethical conduct, credible governance structures, internal systems and the correct implementation of standards in the day-to-day life of institutions.

“Because first of all, we are a registered institution, because we are a recognised institution, what are the things that we must be getting right to provide education that is acceptable?” Dr. Mushumba asked.

The Director – Quality Assurance said the Winter School was intended to help HEIs build capacity to respond to HEA’s quality expectations in the absorption and use of technology in the era of AI, emphasising that while they may compete for numbers and student enrolments, the most important parameter must remain quality assurance.

The Winter School as made the message clear for HEIs from HEA that quality cannot be inspected into an institution from outside if it is not first built from within.

Dr. Mushumba said this when he gave the overview of the objectives and expectations of the 2026 Winter School Capacity Building Workshop for HEIs at Chrismar Hotel in Livingstone.

The three (3)-day workshop, which ran from 15^th to 17^th July, 2026, is being held under the theme, “Strengthening higher education curriculum quality through quality assurance in the era of digital transformation and artificial intelligence.”

Building on the Director-General’s opening remarks, Dr. Mushumba said that the cornerstone of the meeting was the need to reposition higher education towards digital transformation, using curriculum as one of the most practical tools available to institutions.

“We think there is need for us to already begin to reposition our higher education sector towards digital transformation,” Dr. Mushumba said.

He said the goal was to build capacity within institutions so that curriculum becomes a vehicle for producing graduates who are competitive in the 21^st century world.

“We are trying to reposition the curriculum to be able to lead us through digital transition, digital transformation and digital practicability in our everyday achievement of our goals and missions as institutions of higher learning,” the Director said.

Dr. Mushumba said that HEA had identified a gap in the level of appreciation of digital transformation in the sector and that the Winter School was designed to help institutions understand how technologies such as artificial intelligence can be leveraged to build a more competitive higher education system.

He noted that AI has already entered classrooms, lecture halls and institutional workspaces, but the sector must now interrogate how it is being used and whether it is moving in the right direction.

The Director – Quality Assurance further said that the workshop would also help HEIs reflect on the 2023 Zambia Education Curriculum Framework, which is already under implementation, and understand institutional expectations under the competence-based curriculum framework.

For HEA, the curriculum conversation is, therefore, not theoretical. It is about whether institutions are prepared to deliver higher education that is digitally aware, quality-driven and relevant to the future.

The Director-General said higher education is undergoing unprecedented transformation and that institutions must not treat digital change as a distant conversation, but as an immediate institutional responsibility.

“We meet at a time when higher education is undergoing unprecedented transformation,” Professor Chinsembu said. “Advances in artificial intelligence, digital technology, the growth of online and blended learning, changing labour market demands, internationalization of higher education, and the increasing expectations of students and employers are reshaping the higher education landscape.”

He said HEIs must use the Winter School to reflect seriously on how digital systems, AI, curriculum reform and quality assurance can work together to improve teaching, learning, assessment, governance and student outcomes.

Professor Chinsembu further urged institutions to strengthen internal quality assurance systems, improve governance, promote innovation, enhance student support services and ensure that academic programmes remain relevant to the needs of society and the economy.

“The ultimate purpose of quality assurance is to serve our students,” he said. “Every policy we formulate, every audit we conduct, every accreditation decision we make, and every improvement initiative we implement should contribute to providing students with a high-quality educational experience.”

The Director-General said that the discussions and recommendations emerging from the Winter School should help shape a stronger, more resilient and more competitive higher education sector for Zambia, making the message was clear that digital transformation should not replace quality assurance but strengthen it.

Officially opening the workshop, HEA Director-General, Professor Kazhila C. Chinsembu, said higher education is being reshaped by artificial intelligence, digital technology, online and blended learning, changing labour market demands, internationalisation and increasing expectations from students and employers.

“These developments present both opportunities and challenges,” Professor Chinsembu said. “They also remind us that quality assurance is no longer simply a regulatory requirement for purposes of compliance. It is a strategic tool for institutional excellence, accountability, innovation and sustainability.”

The Winter School has brought together higher education leaders, quality assurance officers, academics, institutional representatives and experts to reflect on how HEIs can strengthen curriculum quality, internal quality assurance systems, AI readiness, governance, academic integrity and data-driven quality assurance.

The programme included opening remarks by Professor Chinsembu, an overview of workshop objectives by Dr. Martin Mushumba, Director – Quality Assurance, and keynote and technical presentations on AI, digital transformation, curriculum quality, accreditation and institutional systems.

Professor Chinsembu said the Authority remained committed to ensuring that HEIs provide quality education that meets national and international standards, while protecting students, upholding public confidence and supporting institutions in continuous improvement.

The Director-General further reminded participants that quality assurance is not the responsibility of regulators alone, but a shared responsibility involving governing councils, management teams, academic staff, students, professional bodies, employers and government.

“Building a culture of quality requires institutions to move beyond compliance and embrace continuous improvement in every aspect of their operations,” Professor Chinsembu said.

The Winter School is expected to produce stronger understanding of quality assurance in the era of AI and support institutions to align curriculum design, accreditation readiness, internal systems and digital transformation with the needs of Zambia’s higher education subsector.

Professor Chinsembu said this yesterday during the official opening of the three (3)-day Winter School Capacity Building Workshop for Higher Education Institutions (HEIs), being held from 15^th to 17^th July, 2026, at Chrismar Hotel in Livingstone.

The workshop is being held under the theme, “Strengthening higher education curriculum quality through quality assurance in the era of digital transformation and artificial intelligence.”

In one of the strongest parts of his address, the Director-General said the higher education subsector must confront academic fraud directly and stop treating the abuse of academic titles as a small matter.

“Let us call this problem by its proper name. Those who deliberately misrepresent themselves as professors are academic criminals. They commit intellectual fraud,” Professor Chinsembu said.

He said the title of professor carries academic weight, public trust and institutional responsibility, and must therefore not be reduced to a decoration for those seeking status without scholarship.

“The title of Professor is not a decoration to be worn at will. It is the highest academic rank, earned through years of scholarship, research, teaching and service,” he said.

Professor Chinsembu said the “proliferation of fake professors remains a serious blight” on the higher education system, noting that such individuals parade themselves as distinguished scholars without having earned the qualifications, research record, academic standing or peer recognition required for the title.

He warned that academic fraud does not only damage the reputation of institutions, but also deceives students, parents, employers, government agencies and the public.

According to the Director-General, those who claim expertise they do not possess undermine academic standards, contaminate the knowledge ecosystem and diminish the value of qualifications earned through sacrifice, rigorous research and scholarly excellence.

Professor Chinsembu urged the sector to defend the sanctity of the professoriate by strengthening verification of academic credentials, exposing academic fraud and holding offenders accountable.

He said Zambia’s higher education system must be protected from those who seek academic prestige through deception rather than scholarship as there is no place for academic criminals in higher education.

HEA has brought stakeholder engagement to the 60^th ZITF in Ndola, with the Director-General spending time engaging with Higher Education Institutions (HEIs), partners, students, parents, media houses and members of the public.

HEA is exhibiting under the Ministry of Education stand together with other institutions and departments under the Ministry, using the Trade Fair as a practical space for conversation, verification, guidance and direct engagement with stakeholders.

This year’s ZITF theme, “Bridging Markets, Building the Future,” speaks directly to HEA’s work and the Authority’s current interpretation of quality higher education. For HEA, the bridge between higher education and the market is not built by guesswork. It is built by evidence, standards, accreditation, digital transformation, research, innovation and direct engagement with those who teach, learn, employ and regulate.

At the centre of HEA’s exhibition is the National Graduate Survey, which the Authority is presenting as a practical bridge between higher education and the labour market. Through the Survey, HEA is gathering national evidence on graduate outcomes, employability, skills relevance and the extent to which higher education training is responding to what Zambia’s economy actually needs.

Professor Chinsembu has been engaging stakeholders at length, taking time to listen, explain, guide and respond to questions from those who have come through to the stand. From senior institutional leaders to students and members of the public, the Director-General has continued to demonstrate that stakeholder engagement is not ceremonial for HEA, but central to how the Authority fulfils its mandate.

HEA comes to ZITF fresh from a strong exhibition under the Ministry of Education during the Africa Public Service Day commemorations at East Park Mall in Lusaka, where the Ministry made a remarkable showing.

The exhibition is further strengthened by the participation of nine (9) departments from the Ministry of Education, namely the Curriculum Development Centre (CDC), Directorate of Standards, Assessment and Evaluation, Finance Department, Information and Communication Technology (ICT) Department, Internal Audit Department, National Science Centre, Planning and Information Department, School Health and Nutrition (SHN) Department, and the Teacher Education and Specialised Services Department.

Together, these institutions, partners and departments showcase the Ministry’s collective commitment to improving education service delivery and advancing learning opportunities for all Zambians.
