<p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> is delighted to announce and extend heartfelt congratulations to Dr. Denny Nsokolo, Manager – Standards, Research and Institutional Audits, on attaining a Doctor of Philosophy (PhD) in Economics from the University of Johannesburg.</p>



<p>The University of Johannesburg is ranked as the third-best university in South Africa and the fourth-best university in Africa.</p>



<p>In making the announcement to HEA Management and Staff yesterday during a staff meeting, the Director-General, <a href="mailto:https://hea.org.zm/pages/dg-profile/"><strong>Professor Kazhila C. Chinsembu</strong></a>, congratulated Dr. Nsokolo, noting the great achievement that this brings to the Authority in its quest of “Ensuring Quality in Higher Education.”</p>



<p>“We are very happy about this milestone, as it is a great achievement that will bring a lot of credibility to our organisation,” Professor Chinsembu stated.</p>



<p>Speaking about his newly earned PhD, Dr. Nsokolo stated that he pursued his degree in Economics after being motivated by inequalities in educational access. His thesis explored regional disparities in economic returns to education in Zambia, as well as its influence on entrepreneurship choice and performance, political participation, and climate change awareness.</p>



<p>“It examines the multidimensional returns to education in Zambia, identifying and addressing gaps in how education translates into equitable socioeconomic outcomes,” he said, adding, “It highlights important regional variations in the returns to education in Zambia and provides scholarly evidence beyond the traditional narrow focus on economic outcomes by incorporating non-pecuniary outcomes of education.”</p>



<p>Dr. Nsokolo’s study provides robust empirical evidence to inform more equitable and holistic human capital development policies in Zambia. The entire HEA family congratulates Dr. Nsokolo on this monumental academic milestone and looks forward to the continued impact of his expertise within the Authority.</p>



<p>The entire HEA joins the Director-General in congratulating Dr. Nsokolo on this outstanding academic achievement and wishes him continued success in his career.</p>

<p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> has learnt with deep sorrow of the passing of Cavendish University Zambia Vice-Chancellor, Professor Welani Chilengwe (Major, Retired), who died on Monday, 13<sup>th</sup> April, 2026.</p>



<p>The Board, Management and Staff of the Authority join the Cavendish University Zambia community in mourning the loss of a distinguished academic, medical professional and national servant whose contribution to higher education and healthcare in Zambia was both profound and far-reaching.</p>



<p>Professor Chilengwe’s leadership at Cavendish University Zambia was marked by a strong commitment to quality, innovation and the advancement of postgraduate education. His work not only strengthened institutional systems but also contributed meaningfully to the broader development of higher education in the country.</p>



<p>The Authority fondly recalls its collaboration with Cavendish University Zambia under Professor Chilengwe’s leadership, including the successful hosting of the DAAD/DIES National Multiplication Training (NMT) Course on Internal Quality Assurance in October 2025 in Siavonga, which brought together <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institutions (HEIs)</strong></a> from across Zambia in a shared pursuit of excellence.</p>



<p>The late Professor also maintained a warm and professional relationship with the Authority, exemplified by his courtesy call on the Director-General in May 2024, where he reaffirmed Cavendish University Zambia’s commitment to working closely with HEA in strengthening the sector.</p>



<p>Paying tribute, HEA Director-General, <a href="mailto:https://hea.org.zm/pages/dg-profile/"><strong>Professor Kazhila C. Chinsembu</strong></a>, described Professor Chilengwe as a respected scholar and dedicated leader.</p>



<p>“Professor Chilengwe was a full Professor of high standing, whose contribution to higher education and the medical field will be remembered with great respect. He was committed to quality, collaboration and the development of strong institutions, values that resonate deeply with the work of the Higher Education Authority,” he said.</p>



<p>Professor Chilengwe will be remembered for his humility, discipline and unwavering dedication to developing the next generation of professionals, as well as his service to the nation both in academia and in the health sector.</p>



<p>The Authority extends its deepest condolences to his family, the University Council, Management, Staff, Students and the entire Cavendish University Zambia community during this difficult time.</p>



<p>May his soul rest in eternal peace.</p>

<p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> has set a <strong>deadline of 30<sup>th</sup> April, 2026, for the submission of student and academic staff data</strong> by all <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institutions (HEIs)</strong></a>, as part of the ongoing development of a centralised Student Database and the commencement of student indexing in Zambia.</p>

<p>The directive is issued pursuant to the <a></a><a href="https://hea.org.zm/?smd_process_download=1&amp;download_id=7528'"><strong>Higher Education Act, 2013</strong></a>, and the <a></a><a href="https://hea.org.zm/downloads/higher-education-act-and-statutory-instruments/"><strong>Higher Education (Amendment) Act, 2021</strong></a>, which mandate the Authority to establish and maintain a comprehensive database of all students enrolled in HEIs, and to collect annual statistical data from all registered and recognised institutions.</p>



<p>In a communiqué to HEIs, HEA Director-General, <a href="mailto:https://hea.org.zm/pages/dg-profile/"><strong>Professor Kazhila C. Chinsembu</strong></a>, indicated that the Authority has made significant progress in developing the centralised database.</p>



<p>“The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> has made significant progress in the development of a centralised Student Database,” he stated, adding, “Consequently, all student information submitted by institutions will be uploaded onto this database.”</p>



<p>Professor Chinsembu further clarified that the process marks the beginning of indexing students within the higher education system.</p>



<p>“Kindly note that HEA numbers for students will be generated strictly based on the data submitted,” the Director-General said, adding, “HEIs are therefore strongly encouraged to submit up-to-date and complete data capturing all students.”</p>



<p>The Authority has cautioned that students whose details are not submitted will be inconvenienced, as they will not be allocated HEA numbers.</p>



<p>HEIs are required to submit an Excel workbook containing two (2) datasets, namely Current Students and Academic Staff, with details including student identity information, programme of study, and staff qualifications and academic ranks.</p>



<p>All submissions must be made no later than <strong>30<sup>th</sup> April, 2026</strong>, to <a href="mailto:data@hea.org.zm"><strong>data@hea.org.zm</strong></a>, with a copy to <a href="mailto:standards@hea.org.zm"><strong>standards@hea.org.zm</strong></a>.</p>

<p>This exercise marks a critical step in strengthening the management of higher education data in Zambia and supports the broader national agenda of building a coordinated and well-regulated higher education system.</p>

<p>Two (2) months ago, a single question brought a room of journalists to silence, “In the last 30 days, how many of you have written a story about higher education?”</p>



<p>No hands went up. At best, it was 2 stories in 60 days.</p>



<p>That moment, delivered by veteran broadcaster and ZNBC Controller News, Mr. Grevazio Zulu, during the HEA Summer School Media Training Workshop held on 10<sup>th</sup> and 11<sup>th</sup> February, 2026, at Sarovar Hotel in Lusaka, exposed a critical gap in how the higher education sector was being covered.</p>



<p>But today, just 2 months later, the story has completely changed as the higher education subsector is now prominently in the headlines.</p>



<p>Since the Summer School, the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> has recorded a significant surge in media engagement, both in volume and diversity, with coverage spanning public and private media houses, television, radio, print, and online platforms.</p>



<p>Within weeks of the training, HEA experts began appearing across major platforms including the Zambia National Broadcasting Corporation (ZNBC), Money FM, Crown TV, Sun TV, Sky FM, and the Zambia News and Information Services (ZANIS).</p>



<p>At the same time, media houses began reaching out, with queries coming from UNZA Radio, News Diggers Newspaper, Nkwazi News Media, The Mole, and the Independent Observer, signalling a growing demand for HEA’s expert voice on issues such as accreditation, compliance, and quality assurance.</p>



<p>What is most striking is not just the increase in numbers, but the depth and continuity of coverage as stories are no longer isolated but are connected.</p>



<p>A single issue, such as the CEEC Loan Facility, generated initial coverage from HEA (Money FM) through a newspaper version and radio version, and a follow-up story from CEEC’s perspective, showing that this is no longer reporting but narrative building.</p>



<p>From silence to momentum that if we visualise the shift will show that before the Summer School Media Training Workshop, it was almost flat, with only 2 stories in 60 days. But after the Summer School, there has been a sharp upward trend across platforms as the sector has moved from near invisibility to consistent national conversation.</p>



<p>Across Platforms and across the country, coverage has not been limited to one type of media but it has cut across Public Broadcasters like the ZNBC and ZANIS, to Private Media like Crown TV, Sun TV, Sky FM and Money FM, to Print Media like News Diggers Newspaper, and Online Platforms like the Independent Observer, the Mole and Nkwazi News Media.</p>



<p>This diversity matters as it means higher education is no longer confined to policy rooms but it is now in homes, on radios, on screens and in national discourse.</p>



<p>A Direct Result of Intentional Investment through the transformation agenda that has been set by HEA Director-General, <a href="mailto:https://hea.org.zm/pages/dg-profile/"><strong>Professor Kazhila C. Chinsembu</strong></a>, this shift is not accidental but is a direct outcome of the HEA Summer School Media Training Workshop, which was designed to improve understanding of higher education regulation, strengthen journalist–HEA engagement, encourage sustained and informed reporting on the sector.</p>



<p>The results are now visible as journalists are not only covering higher education, they are asking better questions, following up stories and seeking expert input.</p>



<p>However, the work continues as the growing number of media queries and invitations, including the recent ZNBC Radio 2 appearance on the Accreditation Window, demonstrates sustained interest and demand for higher education content.</p>



<p>In fact, during that appearance, the volume of calls received exceeded available time, leading to an invitation for HEA to return for a follow-up programme this Thursday, 16<sup>th</sup> April, 2026, at 07:30hrs.</p>



<p>From 2 stories in 60 days to multi-platform, continuous coverage, the transformation is clear, higher education is no longer a blind spot but it is now part of the national conversation.</p>

<p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> and the Zambia Qualifications Authority (ZAQA) have initiated critical discussions aimed at clarifying the validation of academic qualifications in the enrolment of students into <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institutions (HEIs)</strong></a>.</p>



<p>The engagement, held on Thursday, 9<sup>th</sup> April, 2026, in HEA’s Boardroom in Lusaka, focused on enhancing coordination, resolving operational grey areas and ensuring that both regulators speak with one voice in guiding HEIs.</p>



<p>A key issue raised during the meeting was whether students should be admitted into universities before their qualifications are verified by ZAQA, a matter that has increasingly affected admission processes across the country.</p>



<p>HEA Director – Quality Assurance, Dr. Martin Mushumba, noted that HEIs have been seeking clarity on the requirement, particularly in light of concerns that verification processes may slow down enrolment, especially for students in remote areas.</p>



<p>On its part, ZAQA, through its Director – Qualification Services, Mr. Fedelis Cheelo, clarified that the requirement for verification should be understood within the context of enrolment, not initial admission. This distinction provides an important pathway for students.</p>



<p>“Prospective students can apply and receive admission offers using their results, but are expected to complete the verification process before formal enrolment into their respective programmes,” Mr. Cheelo said.</p>



<p>The approach ensures that institutions maintain academic flow while safeguarding the integrity of qualifications within the system.</p>



<p>The requirement is anchored in the Zambia Qualifications Authority Act, 2024, which mandates the verification of qualifications to ensure authenticity and recognition within the national framework.</p>



<p>The discussion further highlighted the need to improve messaging to the public, ensuring that students understand that verification can be initiated immediately after results are released, rather than waiting until admission.</p>



<p>This alignment between HEA and ZAQA is expected to reduce delays in student progression, protect institutions from regulatory breaches, enhance public confidence in qualifications, and ensure that graduates hold recognised and verifiable credentials</p>



<p>The engagement reflects a shared commitment by both institutions to remove barriers while strengthening quality assurance mechanisms across the sector.</p>

<p>The Director – Quality Assurance at the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a>, Dr. Martin Mushumba, has clarified that the Accreditation Window is simply the period during which <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institutions (HEIs)</strong></a> are required to submit learning programmes for evaluation, saying the process is far less complicated than it sounds.</p>



<p>Dr. Mushumba made the clarification when he featured on the ZNBC Radio 2 Breakfast Show hosted by Ms. Mable Knight, the show’s producer, and Mr. Bonface Chansa Mukopa, her visually impaired co-host, where he discussed the ongoing Accreditation Window from 1<sup>st</sup> April to 31<sup>st</sup> May, 2026.</p>



<p>He said the window is essentially an open call for institutions to submit their learning programmes so that the Authority can evaluate whether what is being taught, who is teaching it, and how it will be delivered all meet the expected standards.</p>



<p>“What we are simply saying is we’ve actually opened a call for those that are actually expected to submit learning programmes for their evaluation,” Dr. Mushumba explained.</p>



<p>He went on to demystify the concept further by stating, “Learning programmes are simply the components that you submit for review to ensure that what you teach in your setup, in your institution as a college, in your institution as a university, simply meets the standard.”</p>



<p>According to Dr. Mushumba, accreditation itself is nothing more than an evaluation of a learning programme to determine whether it meets minimum standards for offer at a given level, whether diploma, bachelor’s or otherwise.</p>



<p>In doing so, HEA looks at the curriculum, the suitability of teaching staff, facilities, implementation plans and the overall readiness of the institution to run the programme properly.</p>



<p>The interview builds on the article issued by the Authority announcing the opening of the accreditation window and forms part of the increased media attention HEA has received following the Summer School Media Training Workshop.</p>



<p>The public response to the programme was overwhelming, with more calls coming in than could be handled within the allocated time. As a result, HEA has been invited back to the show this week on <strong>Thursday, 16<sup>th</sup> April, 2026, at 07:30hrs,</strong> to take more calls and respond to additional public concerns.</p>



<p>HEA once again urges institutions to use the current window period to submit all unaccredited programmes before 31<sup>st</sup> May, 2026. No submissions will be accepted once the window closes. <p>The issue formed part of discussions during a strategic engagement held on Thursday, 9<sup>th</sup> April, 2026, in HEA’s Boardroom in Lusaka, focused on strengthening coordination and ensuring both regulators speak with one voice.</p>



<p>A key concern raised during the meeting was the risk of institutions, particularly outside the traditional university structure, operating without sufficiently robust governance systems to support credible awarding of qualifications.</p>



<p>ZAQA highlighted the importance of maintaining strong safeguards to prevent the emergence of so-called “diploma mills,” where qualifications may be issued without meeting the required academic and quality standards.</p>



<p>In response, HEA emphasised that the responsibility to protect the integrity of qualifications cuts across the entire sector.</p>



<p>The same quality assurance framework applies to both colleges and universities, and must remain robust enough to prevent abuse at all levels.</p>



<p>The discussions pointed towards a shared position, that strengthening internal quality assurance systems, governance structures, and regulatory oversight is key to maintaining the credibility of Zambia’s higher education system.</p>



<p>Both institutions acknowledged that public confidence depends not just on access to education, but on the assurance that qualifications awarded are credible, recognised, and reflective of real competencies.</p>



<p>The engagement signals a united front in protecting the value of education and ensuring that Zambia’s qualifications remain respected locally, regionally, and globally.</p>

<p>The Director – Quality Assurance at the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a>, Dr. Martin Mushumba, has identified three (3) major reasons why learning programmes are commonly rejected during accreditation, which are a defective curriculum, unsuitable staff and inadequate facilities.</p>



<p>Dr. Mushumba made the remarks during his appearance on the ZNBC Radio 2 Breakfast Show, where he was discussing the ongoing Accreditation Window running from 1<sup>st</sup> April to 31<sup>st</sup> May, 2026. The programme was hosted by Ms. Mable Knight, the show’s producer, and Mr. Bonface Chansa Mukopa, her visually impaired co-host.</p>



<p>Responding to a question on the mistakes institutions make when submitting programmes for accreditation, Dr. Mushumba said the starting point must always be whether the programme itself is worth offering and whether it can genuinely contribute to Zambia’s development.</p>



<p>He explained that the first issue is the curriculum.</p>



<p>“The first thing I would look at is how competitive is this curriculum that you’ve brought? How aligned is it to the national development goals of our country, the Eighth National Development Plan, the Sustainable Development Goals, the Vision 2030?” he said.</p>



<p>The second issue, he noted, is staffing.</p>



<p>“Do they have the right people to teach?” he asked, stressing that institutions must not only submit staff lists, but ensure that the staff are suitably qualified in the right field to teach the programme.</p>



<p>The third recurring issue is infrastructure and teaching resources.</p>



<p>“Resources, infrastructure… teaching and learning resources that do not correspond to the expectation of this particular programme,” he said, warning that where these key elements do not align, “the programme is going to be rejected.”</p>



<p>The remarks provide a practical and timely reminder to institutions now that the accreditation window is open, especially those preparing submissions.</p>



<p>The interview is another clear result of the Summer School Media Training Workshop, which has directly contributed to the Authority’s growing media presence and deeper public engagement on higher education issues.</p>



<p>The public response to the show was so strong that the Authority has already been invited back this week on <strong>Thursday, 16<sup>th</sup> April, 2026, at 07:30hrs</strong>, after an enormous number of calls could not be attended to within the available time.</p>



<p>HEA therefore reminds all HEIs that the Accreditation Window remains open until 31<sup>st</sup> May, 2026, and institutions are strongly encouraged to submit all unaccredited programmes before the deadline. <p>The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> and the Zambia Qualifications Authority (ZAQA) have moved to address one of the most persistent challenges faced by <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institutions (HEIs)</strong></a> the back-and-forth between programme accreditation and qualification registration.</p>



<p>This was one of the key issues discussed during a joint engagement held on Thursday, 9<sup>th</sup> April, 2026, in HEA’s Boardroom in Lusaka, aimed at enhancing coordination and ensuring both regulators speak with one voice.</p>



<p>HEA Director – Quality Assurance, Dr. Martin Mushumba, noted that HEIs have repeatedly raised concerns over situations where programmes approved by HEA are later returned by ZAQA for not meeting certain requirements.</p>



<p>This has often led to confusion among HEIs and raised questions from the public regarding the consistency of regulatory processes.</p>



<p>“If it should be good for one institution, it should be good for the other. And if it is good for both of us, then it is good for the sector,” Dr. Mushumba emphasised.</p>



<p>In response, ZAQA, through its Director – Qualification Services, Mr. Fedelis Cheelo, outlined some of the common gaps identified during qualification registration.</p>



<p>“These gaps include insufficient notional hours for programmes, weakly defined learning outcomes, limited stakeholder involvement in programme design, and misalignment between competencies and expected qualification levels,” Mr. Cheelo stated.</p>



<p>Both Authorities agreed on the need to strengthen alignment at the point of accreditation, ensuring that programmes meet the full requirements for registration before reaching ZAQA.</p>



<p>This approach is expected to significantly reduce delays and improve efficiency for institutions, while enhancing confidence in the higher education system.</p>



<p>The discussions reflect a shared understanding that quality assurance does not end at accreditation, but extends to ensuring that qualifications are recognised, registered, and aligned with national and international standards.</p>

<p>The Director – Quality Assurance at the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a>, Dr. Martin Mushumba, has said that quality assurance remains one of the most important pillars in higher education because it is what determines whether graduates leave institutions with the right competencies to contribute meaningfully to industry and national development.</p>



<p>Dr. Mushumba said this when he featured on the ZNBC Radio 2 Breakfast Show to discuss the ongoing Accreditation Window running from 1<sup>st</sup> April to 31<sup>st</sup> May, 2026. The programme was hosted by Ms. Mable Knight, the show’s producer, and Mr. Bonface Chansa Mukopa, her visually impaired co-host.</p>



<p>During the interview, Dr. Mushumba explained that quality in education is simply fitness for purpose, meaning that training at every level must prepare learners to meet the expected competencies and outcomes in the labour market.</p>



<p>“Quality as we define it in education is simply the fitness for purpose,” Dr. Mushumba said, adding that the process ensures that learners are prepared to meet “the expected industrial outcomes” and “the expected industrial requirements.”</p>



<p>He stressed that quality assurance is what defines who a graduate becomes, whether trained as a lawyer, doctor, nurse or in any other profession, because it ensures that training meets expected and comparable standards.</p>



<p>“It is important because this is what defines who you become,” he said.</p>



<p>The Director – Quality Assurance further noted that HEA’s responsibility is to make sure standards in higher education remain up to date, enforceable, regionally comparable and internationally competitive, so that graduates are shaped to meet industrial expectations and support national development.</p>



<p>The interview marks yet another result of HEA’s Summer School Media Training Workshop, which has led to a noticeable increase in the Authority’s appearances and media attention on higher education matters.</p>



<p>Such was the public interest in the subject that the show received an enormous number of phone calls, many of which could not be attended to due to lack of time. As a result, the Authority has been invited back to the programme this week on <strong>Thursday, 16<sup>th</sup> April, 2026, at 07:30hrs</strong>, so that more calls can be taken.</p>



<p>Meanwhile, HEA has reminded all Higher Education Institutions (HEIs) that the Accreditation Window remains open until 31st May, 2026, and all unaccredited learning programmes must be submitted within this period.
