Professor Stephen SImukangaDirector General - HEA

Prof. Stephen Simukanga Graduated from the University of Zambia in 1982 with a degree in Metallurgy and Mineral Processing. After graduating he worked for the Zambia Consolidated Copper Mines in Luanshya at the Copper Smelter from 1982 to November 1984. He joined the University of Zambia in 1985 as a Staff Development Fellow. He holds a PhD in Process Metallurgy from the University of Strathclyde in Glasgow, UK. He is a Fellow of the Institute of Materials, Minerals and Mining and Chartered Engineer of the Engineering Council of the United Kingdom. He is also a Fellow of both the South African Institute of Mining and Metallurgy and the Engineering Institution of Zambia. He served as Registrar of the Engineers’ Registration Board of Zambia for 10 years, from 2000 to 2010. He also served as Coordinator of the Mineral Resources Unit of the United Nations University Institute for Natural Resources in Africa, located at the School of Mines of the University of Zambia from 2003 to 2015.

He was Vice-Chancellor of the University of Zambia for 8 years, from July 2007 to June 2015. Prior to becoming Vice Chancellor of the University of Zambia in 2007, he served the University of Zambia for 23 years, as a lecturer/Researcher in the School of Mines of the University of Zambia where he rose to the position of Professor in Metallurgy and Mineral Processing. Stephen Simukanga has served as visiting lecturer at the University of Cape Town and University of Zimbabwe. He has also served as External Examiner in both undergraduate and postgraduate programmes in other universities.

Prof. Simukanga joined the Higher Education Authority in January 2016 as its first Director General. Its function is to regulate the high education sector in Zambia. He brings to the Higher Education Authority wide range of experience in High Education.

Professor Emmanuel ChandaProfessor of Mining Engineering, School of Mines at the University of Zambia.

Professor Chanda has published numerous papers in Journals and Conference proceeding in the discipline of Mining Engineering and Education.

Professor Chanda has served as Director of Teaching and Deputy Head of School, in the School of Civil, Environmental and Mining Engineering at the University of Adelaide, Australia. He also served as member of the Education Academy of the University of Adelaide, Australia, focused on improving teaching and learning at the University. He served as Head of the Department of Mining Engineering at Curtin University of Technology, Western Australian School of Mines. Professor Chanda is an enthusiastic and zealous mining educator. He served as Member of Mining Education Australia Program Leaders Committee 2007-2017 during which time he developed curriculum for a number of Courses for Mining Education Australia, a consortium of four top Universities collaborating to deliver world class mining education in Australia. He is an ardent advocate of student engagement and new teaching and learning strategies. In 2015, he was appointed to Chair of Mining Education Australia Program Leaders Committee. Professor Chanda developed the Course on “Effective Teaching for Higher Education” which he delivers to those teaching in higher education institutions.

Mrs. Francina MakondoDeputy University Librarian at the University of Zambia

Francina Makondo is the Deputy University Librarian at the University of Zambia. Prior to this she headed the ICT Department in the University of Zambia Library, which she helped establish in 2010. She has wide experience in the administration of different Integrated Library Management Systems (LMS), Digitization projects and Electronic Library Management. She also has experience with establishment and management of institutional repositories using D-space. Francina is a trainer in the use of MOODLE e-learning management system at the University of Zambia. She holds a Master of Library and Information Studies Degree from University of Botswana.

Ian’s background in higher education began in 2005 when he consulted for several small private higher Education institutes around improving efficiencies and taking the institutions from largely manual paper based environments to system driven automated ones and implementing solutions to support achievement of these outcomes . Based on the success of these engagements, in 2007 Ian was engaged to perform the IT due diligence for the acquisition of Educor (One of the largest providers of Private Education in Southern Africa ) from Naspers by a Private investor. Following the successful acquisition of Educor by the investor Ian was invited to serve in the role of Chief IT Officer managing the full technology environment for Educor which is the holding company for several well-known brands in Southern Africa (Intec, Damelin, City Varsity, Lyceum College, Icesa , Central Technical College etc.) Ian was also the Head of Strategic Projects running over 80 Successful projects some of which were industry firsts in South Africa . Ian’s responsibilities also included running the IT due diligence for potential acquisitions by Educor - London College of International Business was one such successful acquisition. This process provided exposure to the UK , US and European higher education space - Ian sat on the Educor Groups Executive committee as well as on the Academic Advisory board and the Quality and Strategic Planning Committees.
In 2018 Ian joined SIS Global as Executive Head : Education running the Global Education Practice for SIS Global Group . Ian’s expertise in higher education, EdTech, Student information Systems and project delivery has allowed him to assist several large Private and Public institutes to the next level in terms of efficiency and student delivery .
