<p>The Higher Education Authority (HEA) is a statutory body established by the Higher Education Act No. 4 of 2013. The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.</p>

<h2 class="wp-block-heading">1.    MANAGER – HUMAN RESOURCE AND ADMINISTRATION</h2>



<p><strong>JOB PURPOSE</strong></p>



<p>To manage the human resource and administrative functions to enhance performance and improve productivity.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Partner with senior management to oversee the development and delivery an integrated Human Resource (HR) strategy, policies and practices aligned to the overall strategy of HEA and industry best practice.</li>



<li>Supervise the HR and Administrative function to optimise utilisation of resources, enhance performance and delivery of services.</li>



<li>Manage resources and outputs of the function in terms of operations, labour, budgets and wellness.</li>



<li>Lead sustainable talent acquisition, talent management, staff engagement and talent retention processes.</li>



<li>Drive a robust performance management system that impacts high productivity and effectively manage underperformance.</li>



<li>Implement remuneration packages and benefits in line with determinations by the Emoluments Commission and best practice to attract and retain talent.</li>



<li>Maintain constructive relationships with the labour office, external stakeholders, regulatory and other governmental agencies.</li>



<li>Coach line management in the development and implementation of people policies and procedures, conditions of service and the disciplinary code to achieve consistency and fairness in the application thereof.</li>



<li>Monitor and evaluate implementation of departmental programmes to assess the impact of service delivery and take appropriate intervention measures.</li>



<li>Optimise the Human Resource Management information system and supervise the preparation of human resource and administration reports to enhance monitoring, evaluation and decision making.</li>



<li>Supervise the delivery of effective and efficient administrative services including the management of facilities, transport, security, utilities, maintenance and other general office services.</li>



<li>Review and monitor outsourced HR and administrative services for strict compliance with service level agreements and value for money.</li>



<li>Maintain knowledge of trends, best practices, labour law and regulatory changes and new technologies and apply this knowledge to review and effect changes in HR and administration policies, practices and priorities. </li>
</ol>



<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>



<ol class="wp-block-list">
<li>School Certificate or its equivalent.</li>



<li>Bachelor’s degree in Human Resource Management or relevant social science or commercial field from a recognised Higher Education Institution.</li>



<li>Full Member of the Zambia Institute of Human Resource Management (ZIHRM) with a valid practising certificate.</li>



<li>10 years relevant experience, five (5) of which must be at middle management level preferably in a public institution of similar size and complexity.</li>
</ol>

<h2 class="wp-block-heading">2.    MANAGER – STANDARDS, RESEARCH AND INSTITUTIONAL AUDITS</h2>



<p><strong>JOB PURPOSE</strong></p>



<p>To manage the development and implementation of standards, registration and auditing of Higher Education Institutions to implement set standards.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Develop and implement policies and programmes which provide guidance in the operations of Higher Education Institutions (HEIs).</li>



<li>Lead the development and implementation of standards to guide the process of registration and accreditation.</li>



<li>Manage the registration and auditing of HEIs assure that their operations conform with regulatory conditions and prescribed standards.</li>



<li>Oversee the surveillance and inspections of HEIs to provide assurance of their compliance with minimum criteria for operations.</li>



<li>Conduct research on topical and emerging issues in higher education to inform decision making in the regulation of higher education.</li>



<li>Monitor and evaluate the implementation of departmental programmes to assess the impact of service delivery and provide appropriate intervention measures.</li>



<li>Coordinate the preparation and publication of the state of higher education report, list of registered and established HEIs and other reports to facilitate decision making and inform the public.</li>



<li>Supervise preparation of the Section budget to facilitate acquisition of resources of the Section.</li>



<li>Manage timely development of work plans and implementation of the Annual Performance Appraisal System (APAS) to monitor, evaluate and enhance performance.</li>



<li>Manage effectively staff and other resources of the Section to facilitate the attainment of the department’s objectives.</li>
</ol>



<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>



<ol class="wp-block-list">
<li> School Certificate or equivalent qualification.</li>



<li>Bachelor’s degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.</li>



<li>10 years relevant experience, five (5) of which must be at middle management level in university administration, consultancy or research.</li>
</ol>

<h2 class="wp-block-heading">3.    DOCUMENTATION AND REGISTRY ASSISTANT</h2>



<p><strong>JOB PURPOSE</strong></p>



<p>To provide documentation and registry services in order to enhance accessibility of information.</p>



<p><strong>RESPONSIBILITIES</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Undertakes timely storage and retrieval of documents in order to provide information to users.</li>



<li>Undertakes accurately indexing of files and archiving of records in order to create space and maintain institutional information.</li>



<li>Undertakes timely, movement of files in order to facilitate action.</li>



<li>Undertakes timely, documents reproduction duties in order to facilitate institutional programme implementation.</li>



<li>Undertakes timely receipt and distribution of correspondence in order to facilitate easy flow of information.</li>



<li>Undertakes effectively the securing of records in order to prevent unauthorised access.</li>



<li>Undertakes regularly the appraisal of records in order to facilitate archiving and space creation.</li>



<li>Undertakes timely, development of individual work plans in order to monitor, evaluate and enhance performance.</li>
</ol>



<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>



<ol class="wp-block-list">
<li>School Certificate or its equivalent.</li>



<li>Diploma in in Library and Information Studies OR related field from a recognised Higher Education Institution.</li>



<li>At least one (1) year relevant experience.</li>
</ol>

<p>The <a href="https://hea.org.zm/"><strong>Higher Education Authority (HEA)</strong></a> is in the second month of processing submitted learning programmes from colleges which it will conclude on 30<sup>th</sup> July, 2024, with the colleges that submitted learning programmes getting feedback the day after processing concludes.</p>



<p>HEA introduced window periods for application of accreditation of learning programmes in order to ensure that all learning programmes submitted within the submission window were processed according to priority in order to eliminate delays and anxiety related to the accreditation process.</p>



<p>However, the window period for the submission of learning programmes for universities and university colleges remains open until 31<sup>st</sup> August, 2024. Therefore, all universities and university colleges are directed to submit all their unaccredited learning programmes.</p>



<p>HEA will not accept any submissions for application for accreditation once the submission window has closed until such a time when a new window shall be announced.</p>

<p style="font-size:18px">The Board of the <a href="http://www.hea.org.zm/"><strong>Higher Education Authority (HEA)</strong></a> is pleased to announce the appointment of distinguished academic and scholar, Professor Kazhila C. Chinsembu, as the Director-General for the Authority effective 22<sup>nd</sup> April, 2024.</p>



<p>The appointment of Professor Chinsembu was done in accordance with section 5.1.7 of the Higher Education Authority Terms and Conditions of Service Policy on recruitment process and procedure, and the provisions of the Higher Education Act, 2013 Part II Section 8 (1), which states that the Board shall, with the approval of the Minister, appoint a Director-General on such terms and conditions as it may determine.</p>



<p>Professor Chinsembu is a holder of a Postgraduate Degree (PhD) in Science Education, a Master’s of Science (MSc) in Tropical Molecular Biology, and a Bachelor of Science in Education (BSc. Ed) majoring in Biology, with a minor in Chemistry.</p>



<p>Furthermore, Professor Chinsembu also has a number of short course certifications in Quality Assurance, including “Preparing for Institutional Quality Audits and Learning Programme Accreditation – Towards the Quest for Quality Higher Education and Training in Namibia” which was offered in 2022 by the Centre for Quality Assurance Management (CEQUAM), in collaboration with the National Council for Higher Education (NCHE); “Institutional Quality Assurance Requirements and Regulations of Statutory National Quality Assurance for Short Courses” which was offered by the University of Namibia (UNAM) in 2022; “Outline Internal Quality Assurance Mechanisms for the Design and Implementation of Short Courses” which was offered in 2022; and, “Application for Learning Programme Accreditation” which was offered by the Centre for Quality Assurance Management and the University of Namibia in 2021, among others.</p>



<p>Professor Chinsembu has vast experience in university education having spent 28 years of unbroken service in the university sphere both in Zambia and the subregion. He worked as a lecturer at the University of Zambia (UNZA) from 1996 to 2002. Thereafter, he joined the University of Namibia in August 2002, where he was serving as Professor of Molecular Biology and Drug Discovery at the time of his appointment as Director-General.</p>



<p>Moreover, Professor Chinsembu served as Honorary Adjunct Associate Professor at the University of Lusaka (UNILUS) in the School of Health Sciences from 2012 to 2017, and was a Visiting Professor (by invitation) at the Centre of Excellency in Indigenous Knowledge Systems at the University of Kwa-Zulu Natal, Westville Campus, in Durban, South Africa in 2015.</p>



<p>In addition, Professor Chinsembu has been an external examiner at many universities including University of Fort Hare, University of Johannesburg, University of Kwa-Zulu Natal, North-West University, and Rhodes University. Further, he has served on a number of Senate and University Committees at University of Namibia.</p>



<p>There is no doubt that Professor Chinsembu brings relevant experience including extensive exposure in the higher education sector, competencies in academic leadership which include serving in university senate and various academic committees. Further, Professor Chinsembu brings with him proficiency in protocols for academic learning programme design and senate approval, technical knowhow in self-evaluation reporting, learning programme viability audit, accreditation of academic learning programmes, best practices in university curriculum transformation, knowledge of internal and external quality assurance systems, teaching in both private and public universities, and teaching and research in local, subregional and international universities.</p>



<p>The Board of the Higher Education Authority has confidence that Professor Chinsembu will successfully deliver on the expanded mandate of the Higher Education Authority as contained in the Higher Education (Amendment) Act, 2021, to include all Higher Education Institutions (HEIs) and Research Institutes in Zambia, and achieve a competitive higher education sector fit for purpose in the 21<sup>st</sup> Century and for Zambia’s national development agenda.</p>

<p>The Higher Education Authority (HEA) is a statutory body established by the Higher Education Act No. 4 of 2013. The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.</p>

<p>The Higher Education Authority (HEA) is a statutory body established through the Higher Education Authority Act No.4 of 2013 to regulate Higher Education Institutions (HEIs) through the development and implementation of a robust external quality assurance system that involves the development of standards, registration of private HEIs, accreditation of learning programmes and carrying out of annual institutional audits. &nbsp;</p>



<p>HEA is currently seeking the services of a suitably qualified person to fill the position of:</p>



<p><strong>LEGAL COUNSEL AND BOARD SECRETARY</strong></p>



<p><strong>Overall Responsibilities</strong></p>



<p>The <strong>Legal Counsel and Board Secretary </strong>is responsible for the provision of Legal and Board Secretarial services to the Authority in order to ensure that it operates within the legal framework and safeguards its interests.</p>



<p><strong>Qualifications and Experience:</strong></p>



<ul class="wp-block-list" type="i">
<li>A full Grade12 School Certificate or its equivalent;</li>
</ul>



<ul class="wp-block-list" type="i">
<li>LLB Degree earned from a recognised University;</li>
</ul>



<ul class="wp-block-list" type="i">
<li>Advocate of the High Court of Zambia;</li>
</ul>



<ul class="wp-block-list" type="i">
<li>At least &nbsp;8 years` similar experience, 2 of which should be at management level;</li>
</ul>

<li>Must be a Member of the Law Association of Zambia.</li>
</ul>

<p><strong>LUSAKA, 26<sup>th</sup> November, 2021</strong> – Following the Amendment of the <a href="https://hea.org.zm/?smd_process_download=1&amp;download_id=7528"><strong>Higher Education Act No. 4 of 2013</strong></a> by the <a href="https://hea.org.zm/?smd_process_download=1&amp;download_id=7662"><strong>Higher Education (Amendment) Act No. 23 of 2021</strong></a>, it has become necessary to harmonise the execution of the mandates of both the <a href="http://www.hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> and the <a href="http://www.hpcz.org.zm/"><strong>Health Professions Council of Zambia (HPCZ)</strong></a> regarding the regulation of health-related training programmes in the country.</p>



<p>To this effect, <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institution</strong></a><strong>s</strong> offering health-related programmes, stakeholders, parents, guardians, sponsors, students and the general public are hereby formally notified that the core function of recognising and approving health-related training programmes will no longer be the preserve of HPCZ but that of HEA.</p>



<p>Therefore, with immediate effect, all quality assurance matters relating to health-related training programmes, which had been under HPCZ, shall be handled by HEA.</p>



<p>However, HPCZ retains the core functions of registering of health practitioners and regulating their professional conduct, licensing of health facilities and accrediting of healthcare services, and approving of health-related training curriculum as a quality assurance mechanism as stipulated in the Health Professions Act No. 24 of 2009 of the Laws of Zambia.</p>



<p>Further, HPCZ will continue to approve the training curriculum of health-related programmes. The Higher Education (Amendment) Act in Part IVA Section 23 states that despite any other written law, the Authority shall, in consultation with relevant professional institutions, accredit learning programmes offered in a higher education institution, and, further in 23D (b), the Amendment Act states that the Authority shall accredit a learning programme of a higher education institution if the curriculum as approved by the professional institution is clearly defined and responds to the demands of the labour market.</p>



<p>Further, the two regulators shall continue with sustained and regular consultations and collaboration ensure that the training of health practitioners in the country is not compromised and that public health safety is ultimately guaranteed.</p>

<p>The <a href="http://www.hea.org.zm/"><strong>Higher Education Authority (HEA)</strong></a> is issuing a warning to the general public that Yesbud University continues to operate as an illegal university in Zambia as it is not registered in accordance with the provisions of the <a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>Higher Education Act No. 4 of 2013</strong></a><strong>.</strong></p>



<p>As HEA continues to deal with illegally operating, unregistered and unrecognised universities, of which Yesbud University is a part, according to the provisions of the Law, the Authority continues to warn the general public not to enrol at any private institution not registered neither should they enrol in any Learning Programme from both private and public HEIs that has not been accredited as their qualifications will not be recognised.</p>



<p>In accordance with the provisions of the <a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>Higher Education Act No. 4 of 2013 Part IV Section 15 (1)</strong></a>, a person shall not operate a private <a href="https://hea.org.zm/heis-2/"><strong>Higher Education Institution</strong></a><strong> (HEI)</strong> unless the private HEI is registered under this Act, noting in <a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>Section 15</strong></a><strong> </strong><a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>(2)</strong></a> that a person who contravenes subsection (1) commits an offence and is liable, upon conviction, to a fine not exceeding one million penalty units or to imprisonment for a period not exceeding three years, or to both.</p>



<p>Furthermore, the <a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>Act in Part VII Section 49 (1) (c)</strong></a> states that a person shall not without a certificate of registration, establish or operate any institution or organisation as a private HEI or use the title “university” or “college”.</p>



<p>Moreover, the <a href="http://www.hea.org.zm/index.php/downloads?download=1:higher-education-act-2013"><strong>Act in Part VII Section 49 (1) (d)</strong></a> clearly outlines that a person shall not where an HEI is not registered, do anything likely to lead people to infer that the higher</p>



<p>education institution is registered under this Act.</p>

<p><a href="https://hea.org.zm/hea-team/"><strong>Dr. Vitalicy Chifwepa</strong></a> is currently acting as the Director General of the <a href="http://www.hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a>.</p>



<p>Dr. Chifwepa, who is the Director – Quality Assurance, will be the Acting Director General until 22<sup>nd</sup> September, 2021, as Professor Stephen Simukanga, the Director General, has proceeded on his annual leave.</p>
