The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.</p>



<p class="wp-block-paragraph">The Higher Education Authority invites applications from suitably qualified Zambians to fill the vacant position of <strong>MANAGER – PROGRAMME ACCREDITATION</strong>.</p>



<p class="wp-block-paragraph"><strong>JOB PURPOSE</strong></p>



<p class="wp-block-paragraph">To manage the accreditation and auditing of learning programmes in Higher Education Institutions in order to ensure that Learning Programmes meet set standards.</p>



<p class="wp-block-paragraph"><strong>RESPONSIBILITIES</strong></p>



<ol class="wp-block-list">
<li>Manage periodically the development and implementation of policies and programmes in order to provide guidance in the accreditation of Learning Programmes.</li>



<li>Manage timely the accreditation of learning programmes in order to facilitate the provision of quality higher education.</li>



<li>Manage regularly the auditing of Learning Programmes in order to ensure conformity to set standards.</li>



<li>Manage periodically the conduct of research on quality assurance of Learning Programmes in order to inform decision making.</li>



<li>Monitor and evaluate periodically the implementation of departmental programmes in order to assess the impact of service delivery and provide appropriate intervention measures.</li>



<li>Coordinate periodically the preparation of the state of higher education report on accreditation of Learning Programmes, list of accredited Learning Programmes and other reports to facilitate decision making and inform the public.</li>



<li>Coordinate timely the Sectional budget in order to facilitate acquisition of resources of the Section.</li>



<li>Manage timely development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.</li>



<li>Manage effectively staff and other resources of the section in order to facilitate the attainment of the department’s objectives.</li>
</ol>



<p class="wp-block-paragraph"><strong>MINIMUM REQUIREMENTS</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Full Form V / Grade 12 School Certificate or equivalent;</li>



<li>Bachelor’s Degree in Science, Technology or a Social Science discipline earned from a registered or recognised Higher Education Institution.</li>
</ol>



<p class="wp-block-paragraph"><strong>RELEVANT EXPERIENCE</strong></p>



<p class="wp-block-paragraph">Six (6) years relevant experience, two (2) of which must be at the middle management level in university administration, consultancy or research.</p>

The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.</p>



<p class="wp-block-paragraph">The Higher Education Authority invites applications from suitably qualified Zambians to fill the vacant position of <strong>MANAGER – PROGRAMME ACCREDITATION</strong>.</p>



<p class="wp-block-paragraph"><strong>JOB PURPOSE</strong></p>



<p class="wp-block-paragraph">To manage the accreditation and auditing of learning programmes in Higher Education Institutions in order to ensure that learning programmes meet set quality standards.</p>



<p class="wp-block-paragraph"><strong>RESPONSIBILITIES</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Manage the development and implementation of policies and procedures for accreditation of learning programmes;</li>



<li>Manage the accreditation process and ensure timeous completion of the accreditation of learning programmes in order to provide feedback to HEIs within 90 days;</li>



<li>Manage and undertake the auditing of learning programmes in order to inculcate the culture of continuous improvement in academic programming and/or ensure compliance to set standards;</li>



<li>Design and conduct research in accreditation and quality assurance in order to improve decision-making, curriculum innovation, graduate employability or market-readiness, and overall quality of higher education in Zambia;</li>



<li>Monitor and evaluate implementation of learning programmes in order to determine impact and recommend appropriate remedial interventions; to develop and manage budgets and workplans;</li>



<li>Undertake annual appraisal of staff in the section; and</li>



<li>Carry out any other duties as may be assigned by the Director – Quality Assurance, or the Director-General.</li>
</ol>



<p class="wp-block-paragraph"><strong>MINIMUM REQUIREMENTS</strong></p>



<ol style="list-style-type:lower-alpha" class="wp-block-list">
<li>Grade 12 School Certificate or equivalent;</li>



<li>Bachelor’s degree in Education (Merit or Distinction) earned from a recognised university.</li>



<li>In addition, the candidate must have a Master’s degree in Education, Curriculum Studies, or Quality Assurance in Higher Education.</li>



<li>A PhD in Education, Science Education, Curriculum Studies, Higher Education or Quality Assurance in Higher Education shall be an added advantage.</li>
</ol>



<p class="wp-block-paragraph"><strong>RELEVANT EXPERIENCE</strong></p>



<p class="wp-block-paragraph">Ten (10) years of relevant experience in full-time university teaching, five (5) of which must be at Senior Lecturer level. Experience in curriculum design, curriculum transformation, and quality assurance processes in Higher Education Institutions will be considered.</p>

<p class="wp-block-paragraph">The Higher Education Authority (HEA) has taken a bold step onto the global stage by signing a landmark Memorandum of Understanding (MoU) with the Jiangxi Provincial Education Department of China. The partnership is set to transform Zambia’s higher education sector through international cooperation, technology transfer, and academic exchange.</p>



<p class="wp-block-paragraph">HEA Acting Director-General, Dr. Martin Mushumba, who signed the MoU on behalf of the Authority, said the agreement would deepen educational ties and unlock solutions to challenges facing Zambia’s higher education system.</p>



<p class="wp-block-paragraph">“The uptake of digital technology is still relatively low in Zambia, and many of our processes remain manual. This partnership has come at the right time because China is far ahead in digital innovation,” Dr. Mushumba said.</p>



<p class="wp-block-paragraph">The MoU will pave the way for knowledge-sharing, training, and joint initiatives to strengthen both institutions’ capacities.</p>



<p class="wp-block-paragraph">Leader of the Jiangxi Provincial delegation, Mr. Wu Yong Ming, emphasized that the partnership was perfectly timed, coinciding with the official opening of the Chibombo Multi-Facility Economic Zone’s vocational technology training centre.</p>



<p class="wp-block-paragraph">“This MoU will not only strengthen Zambia–China relations but also build lasting educational bridges between our two nations,” Mr. Ming said.</p>



<p class="wp-block-paragraph">The collaboration marks a milestone in HEA’s internationalization agenda, underscoring its commitment to raising Zambia’s higher education standards to meet global benchmarks.</p>

<p class="wp-block-paragraph"><strong>The Director General of the National Pension Scheme Authority (NAPSA), Mr. Muyangwa Muyangwa,</strong> will feature at the Inaugural Higher Education Indaba 2025 as a panellist in one of the most crucial discussions of the entire event, <strong><em>“Financing the Development of Modern Infrastructure in Higher Education.”</em></strong></p>



<p class="wp-block-paragraph">Mr. Muyangwa brings to the table the authority and foresight of an institution that is actively reshaping its investment portfolio through bold Public–Private Partnerships (PPPs) and diversified investments across housing, energy, and commercial projects. These moves are not only growing the pension fund but also unlocking opportunities for sustainable national development.</p>



<p class="wp-block-paragraph">At the Indaba, his insights will show how such models can provide much-needed financing for the construction of student hostels, classrooms, laboratories, and recreational and sports facilities in Zambia’s Higher Education Institutions (HEIs).</p>



<p class="wp-block-paragraph">This discussion is cardinal to the Indaba and the future of Zambia’s higher education sector. It will be enriched by leaders from Zambia’s banking and finance sector and <strong>chaired by Professor Edwin Bbenkele, Vice-Chancellor of ZCAS University</strong>. Together, they will unpack new strategies to mobilise resources and close the infrastructure gap that has long constrained the expansion and quality of higher education.</p>

<p class="wp-block-paragraph">Hosted by the Higher Education Authority (HEA) in close collaboration with the Ministry of Education, the Indaba will convene over 400 leaders from Higher Education Institutions (HEIs), industry, cooperating partners, civil society, and other strategic stakeholders.</p>



<p class="wp-block-paragraph"><strong>About Mr. Muyangwa.</strong></p>

<p class="wp-block-paragraph">Mr. Muyangwa Muyangwa is a seasoned senior executive with thirty (30) years’ combined experience in the financial and fiscal sectors. He recently worked as Senior Economist at the International Monetary Fund (IMF) Headquarters in Washington DC. Before that, he served in various positions at the IMF, including as Technical Assistance Advisor and Revenue Administration Advisor in East and West Africa, respectively.</p>



<p class="wp-block-paragraph">Prior to joining the IMF, he worked for the Zambia Revenue Authority, rising through the ranks from graduate entry level to Commissioner VAT and later Commissioner Customs Services. He also worked for Meridian BIAO Bank Limited (liquidated).</p>



<p class="wp-block-paragraph">Over the years, Mr. Muyangwa has acquired key skills in organisational reform and transformation, strategic planning, fostering outcome-based management, business re-engineering for improved service delivery, expansion and management of client bases, project management, risk management, human capital development, team building, and coordination of development partners.</p>



<p class="wp-block-paragraph">He holds a Master’s Degree in Business Administration from the University of Bath (United Kingdom) and a Bachelor’s Degree in Business Administration from the Copperbelt University (Zambia).</p>

At the Higher Education Indaba 2025, no one is better placed to answer this question than <strong>Professor Pinalo Chifwanakeni, Founder and Vice-Chancellor of the University of Lusaka (UNILUS).</strong></p>



<p class="wp-block-paragraph">With decades of experience and a proven record of growing one of Zambia’s most dynamic private universities from the ground up, Professor Chifwanakeni will share the bold ideas, practical steps, and leadership insights required to turn a vision into a thriving academic institution. His presentation, “What Does It Take to Build a State-of-the-Art University Campus?” promises to be one of the defining moments of the Indaba.</p>



<p class="wp-block-paragraph">This groundbreaking session will not stand alone, it will open into a high-level panel discussion with both local and international higher education leaders, chaired and moderated by <strong>Professor Trywell Kalusopa, Deputy Vice-Chancellor – Research and Innovation, University of Zambia (UNZA).</strong> The panel discussion will unpack how institutions can combine vision, financing, innovation, and partnerships to reshape Zambia’s higher education landscape.</p>

<p class="wp-block-paragraph">The inaugural Higher Education Indaba will be held from <strong>8th to 10th October, 2025, at the Avani Victoria Falls Resort in Livingstone, </strong>under the theme <strong><em>“Unlocking Zambia’s Potential Through New Investments in Quality Higher Education.”</em></strong></p>



<p class="wp-block-paragraph">Hosted by the Higher Education Authority (HEA) in close collaboration with the Ministry of Education, the Indaba will convene over 400 leaders from Higher Education Institutions (HEIs), industry, cooperating partners, civil society, and other strategic stakeholders.</p>

<p class="wp-block-paragraph">Professor Pinalo Chifwanakeni is the Founder and Vice-Chancellor of the University of Lusaka, a leading institution in Zambia’s private higher education sector. With a professional background in accounting and extensive experience in academia and business, he established the university to provide industry-relevant, entrepreneurial education aligned with national development goals. His vision is rooted in the belief that education should drive wealth creation, innovation, and economic empowerment.</p>



<p class="wp-block-paragraph">Under his leadership, the University has grown to three campuses and serves over 14,000 students.</p>

<p class="wp-block-paragraph">The Higher Education Indaba 2025 is being hosted by the Higher Education Authority (HEA) in close collaboration with the Ministry of Education through the Department of University Education, and will bring together representatives from Higher Education Institutions (HEIs), industry, cooperating partners, civil society, and other strategic stakeholders.</p>



<p class="wp-block-paragraph">About Professor Saasa.</p>



<p class="wp-block-paragraph">Professor Oliver Saasa is the Chairman of the Board of Directors at ZANACO Plc. Until his appointment, Professor Saasa served as a board member at ZANACO. He is a Professor of International Economic Relations and the Managing Consultant/Proprietor of Premier Consult Limited in Lusaka.</p>



<p class="wp-block-paragraph">Professor Saasa has an extensive background in the financial sector, having served on various boards both nationally and internationally. His previous roles include Chairman of the Trade and Development Bank (TDB), Stanbic Bank (Zambia), and the Trade and Development Fund. He also chairs the TDB Academy and he is involved with the Africa Economic Research Consortium (AERC).</p>



<p class="wp-block-paragraph">In addition to his board responsibilities, he is the Chancellor of Mulungushi University and has been appointed by the Zambian President as the Chairman of the Presidential Advisory Council. He also leads the Business Coalition Council Emergency Taskforce, which comprises over 180 large corporate members in Zambia.</p>



<p class="wp-block-paragraph">Professor Saasa has consulted extensively with governments and organizations such as the World Bank, OECD, and AfDB, and has published extensively in trade, investment, and international economic relations.</p>



<p class="wp-block-paragraph">Professor Saasa holds a Ph.D. in International Economic Studies, Master of Science in International Studies, Bachelor of Arts (Development Studies/ Political Economy).</p>

<p class="wp-block-paragraph">The <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> is exhibiting at the 97<sup>th</sup> Agriculture &amp; Commercial Show with a bold and thought-provoking message of “Adapting to Climate Change through Higher Education.”</p>



<p class="wp-block-paragraph">Our exhibition, anchored in natural wood and enriched with interactive visuals, is a physical manifestation of the show’s theme: <em>“Adapting to Climate Change.”</em> By interpreting this national theme through the lens of higher education, HEA is demonstrating how knowledge, innovation, and policy can converge to drive Zambia’s climate resilience.</p>

<p class="wp-block-paragraph">Zambia is already feeling the heat. In 2024, 66% or two-thirds of Zambia’s major Agro-ecological zones were affected by drought, threatening both food security and rural livelihoods. This reality makes adaptation not optional, but urgent.</p>



<p class="wp-block-paragraph">Thus, HEA confronts this head-on that c<em>limate change is not tomorrow’s problem but it is today’s reality.</em></p>



<p class="wp-block-paragraph">Visitors can interact with a Zambian climate vulnerability map showing changing rainfall patterns, drought-prone regions, and heat-affected areas.</p>



<p class="wp-block-paragraph">HEA is not just an observer of Zambia’s climate response, it is a driver. The quality assurance mandate enables the Authority to equip Higher Education Institutions (HEIs) to Accredit climate-relevant learning programmes, Audit curricula for sustainability alignment, Support climate-focused innovation and research, and ensure higher education contributes to green growth.</p>



<p class="wp-block-paragraph">HEA has showcased 32 accredited programmes across public and private HEIs that directly tackle climate change, sustainability, and environmental resilience.</p>

<p class="wp-block-paragraph">HEA’s oversight has enabled HEIs to go beyond the classroom:</p>

<li>Copperbelt University (CBU) houses the Africa Centre of Excellence in Sustainable Mining and leads innovative projects in agroforestry, organic fertiliser production (bokashi), aquaculture, and even insect protein farming for animal feed.</li>



<li>University of Lusaka (UNILUS) integrates green design in campus infrastructure and works with communities to co-create real-world climate adaptation strategies.</li>



<li>Zambia College of Agriculture (Mpika &amp; Monze) trains frontline farmers and agronomists in sustainable, climate-smart agriculture.</li>



<li>Mulungushi University offers short courses on climate strategy design and leads Zambia’s Z4ABC project in the Lower Zambezi corridor.</li>
</ol>



<p class="wp-block-paragraph">Mukuba University hosts the UniPod Innovation Hub under UNDP’s Timbuktoo initiative—encouraging student-led green technology development.</p>

From students learning to test soil quality and plant trees, to researchers redesigning livelihoods for a changing climate, higher education is Zambia’s silent but powerful response to climate risks.</p>



<p class="wp-block-paragraph">HEA’s message is clear: adapting to climate change begins in the lecture hall, the research lab, the community field school. Education is not just preparation for the future, it is protection for it.</p>

<p class="wp-block-paragraph">Two Higher Education Institutions (HEIs), Copperbelt University (CBU) and the University of Lusaka (UNILUS), are taking centre stage at the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a> stand at the 97<sup>th</sup> Agriculture &amp; Commercial Show, showcasing how climate-focused education is translating into real-world solutions.</p>



<p class="wp-block-paragraph">HEA invited the 2 HEIs to exhibit under its banner as CBU and UNILUS currently offer the highest number of accredited climate-specific learning programmes for public and private HEIs respectively, with <strong>CBU offering 10 programmes and UNILUS offering 3.</strong></p>



<p class="wp-block-paragraph">“We didn’t just want to talk about climate-responsive education. We wanted to show it in action,” said HEA’s Corporate Communications Officer, Mr. Birbal Boniface Musoba.</p>



<p class="wp-block-paragraph">HEA is deeply grateful to Professor Imasiku Nyambe, CBU Vice-Chancellor, and Professor Pinalo Chifwanakeni, UNILUS Vice-Chancellor, for granting permission for their HEIs to exhibit under the Authority’s banner.</p>



<p class="wp-block-paragraph">CBU is a research powerhouse for climate resilience and it is showcasing its extensive work in climate change, including 2 Major Centres dedicated to sustainability and climate research; 21 Publications covering forestry, mining, biodiversity, and energy; and, 5 Ongoing Projects including aquaculture, organic fertiliser from waste, agroforestry, and sustainable mining.</p>



<p class="wp-block-paragraph">CBU is being represented by Associate Professor Gillian Kabwe, a leading expert in agroforestry, food systems, and climate-smart landscape design.</p>



<p class="wp-block-paragraph">“Education is the cornerstone of resilience. Our research directly supports communities and ecosystems under stress,” said Professor Kabwe.</p>



<p class="wp-block-paragraph">CBU’s accredited climate-specific programmes include: Bachelor of Science in Renewable Energy; Bachelor of Science in Sustainable Material; Bachelor of Science in Sustainable Natural Resources Management and Climate Change; Diploma in Environmental Technology; Master of Science and PhD in Climate Change; Master of Science and PhD in Sustainable Agriculture; and, Master of Science and MPhil in Sustainable Mining.</p>



<p class="wp-block-paragraph">On the other hand, UNILUS is building green solutions from the ground up. The private HEI is being represented by Mrs. Eva Kangwa, Head of the Public Health Department, alongside Ms. Chinyama Mulako, a 4<sup>th</sup> year Public Health student. Ms. Mulako captivated guests by explaining how climate adaptation principles are integrated into public health education, from waterborne diseases to community risk reduction.</p>



<p class="wp-block-paragraph">UNILUS is showcasing 12 key initiatives, which include, Participatory Research: co-creating solutions with communities; Community Education: extending knowledge through outreach; and, Greening the Campus: incorporating sustainable infrastructure in its Silverest campus.</p>



<p class="wp-block-paragraph">UNILUS’s accredited climate-specific programmes include PhD in Environmental Management; Master of Law in Environmental Laws; and, Master of Science in Environmental Management.</p>



<p class="wp-block-paragraph">By spotlighting these two institutions, HEA is demonstrating the tangible results of accrediting climate-relevant learning programmes and promoting quality education that meets Zambia’s climate adaptation goals.</p>



<p class="wp-block-paragraph">“Our theme interpretation ‘Adapting to Climate Change through Higher Education’ comes alive through institutions like CBU and UNILUS,” said Mr. Musoba.</p>

<p class="wp-block-paragraph">On Wednesday, 30<sup>th</sup> July, 2025, on the first day of the 97<sup>th</sup> Agriculture and Commercial Show, the <a href="https://hea.org.zm"><strong>Higher Education Authority (HEA)</strong></a><strong> </strong>stood before the judges with a strong sense of purpose, and an even stronger exhibit.</p>



<p class="wp-block-paragraph">The Authority’s climate-themed stand is in contention for three prestigious categories: Best Educational Institution Exhibit, Best Regulatory Authority Exhibit, and Best Government Exhibit.</p>



<p class="wp-block-paragraph">While the final results will be announced this weekend, HEA is proud of the message that it has put forward that higher education is Zambia’s first and most scalable response to climate change.</p>



<p class="wp-block-paragraph">Below, we highlight why each of these categories reflects a part of HEA’s bold vision, and why we believe our showing deserves recognition.</p>

<p class="wp-block-paragraph">1. <strong>Best Educational Institution Exhibit</strong>. At its heart, our exhibit makes one thing clear and that is education is our climate weapon.</p>



<p class="wp-block-paragraph">We showcased over 30 accredited, climate-specific learning programmes across Zambia’s public and private Higher Education Institutions (HEIs), from Kapasa Makasa to Mukuba University. These programmes go beyond theory, they are training a graduate workforce prepared for green jobs, resilient agriculture, and sustainable livelihoods.</p>



<p class="wp-block-paragraph">Each university programme featured on our panel is not just a degree, it’s a solution. We believe this effort alone puts HEA in a strong position as Zambia’s top educational exhibit at this year’s show.</p>



<p class="wp-block-paragraph">2. <strong>Best Regulatory Authority Exhibit</strong>. This is Bridging Policy and Practice, which is HEA’s Role. We didn’t just tell judges what we do, we showed them how we do it.</p>



<p class="wp-block-paragraph">Through our visual flowchart that moved from Policy → Curriculum Reform → Research → Innovation → Community Impact, we demonstrated how HEA actively regulates for national good.</p>



<p class="wp-block-paragraph">As a regulatory authority, HEA doesn’t just check boxes, we build bridges between policy, academia, and the real-world fight against climate change.</p>



<p class="wp-block-paragraph">3. <strong>Best Government Exhibit. </strong>Climate change isn’t an abstract issue in Zambia, it’s an everyday reality. This year, two-thirds of our country’s Agro-ecological zones were hit by drought. Our first panel sets the tone by translating the Show’s global theme of “Adapting to Climate Change” into a distinctly Zambian call to action.</p>



<p class="wp-block-paragraph">With interactive climate maps, a data-driven vulnerability display, and localised stories of adaptation, our government exhibit highlighted the leadership role of the Ministry of Education through HEA. By rooting global issues in local urgency, we believe our stand represents government responsiveness at its finest.</p>



<p class="wp-block-paragraph">HEA’s stand at F7 (near ZNBC and the Ministry of Local Government and Rural Development) has drawn crowds not just for its eco-friendly design and research showcase, but for its clarity of vision which states, “Adapting to climate change begins in the lecture hall, the research lab, and the community field school.”</p>



<p class="wp-block-paragraph">From public pledge campaigns and student participation to live demos from CBU and UNILUS, every part of the HEA stand reaffirmed one message, education is not just preparation for the future, it is protection for it.</p>



<p class="wp-block-paragraph">As we await the final results this Saturday and Sunday, we stand confident, hopeful, and deeply proud of the story we’ve told. We showed up. We delivered. And we believe we’ve made the case: Higher education is Zambia’s climate frontier, and HEA is leading the way.</p>
