The Higher Education Authority invites applications from suitably qualified Zambians for the position of Programme Accreditation Officer (2) in the Programme Accreditation Section, for a six (6)-month seasonal contract.

Job Purpose: To undertake the accreditation and auditing of Learning Programmes in Higher Education Institutions in order to ensure that Learning Programmes meet set standards. The job holder will also undertake research on quality assurance of Learning Programmes in order to inform decision making.

Responsibilities

1. Undertake periodically, the development and implementation of policies and programmes in order to provide guidance in accreditation of Learning Programmes
2. Process timely, the documentation for accreditation in order to facilitate accreditation for Learning Programmes
3. Facilitate periodically, the monitoring and evaluation of Learning Programmes in order to ensure conformity to set standards.
4. Undertake periodically, the state of higher education report on quality assurance of Learning Programmes.
5. Prepare periodically, the state of higher education report on accreditation of learning Programmes, list of accredited Learning Programmes and other reports to facilitate decision making and inform the public.
6. Undertake timely, preparation of individual work plan in order to monitor, evaluate performance.

Minimum Requirements

1. Grade 12 School Certificate with Five (5) Credits or better, including Mathematics, Science and English.

• Bachelor’s Degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.

• Functional computer literacy.

• Excellent organisational skills with willingness to take initiative and be proactive

Job Purpose: To undertake work-based learning in alignment with government policy to bridge the gap between academic theory and professional practice. The intern will assist in implementing the Authority’s risk management framework in order to facilitate achievement of objectives and business continuity. The role ensures that risks, including strategic, operational, financial and compliance, are identified, assessed, monitored and mitigated to safeguard the Authority’s mandate of ensuring quality in higher education.

Responsibilities

1. Undertakes periodically the preparation of an institutional risk register in order to facilitate risk management
2. Undertakes periodically the preparation of risk reports in order to facilitate decision making
3. Prepare quarterly and annual risk reports for senior management and the Board.
4. Conduct regular risk assessments across departments and projects.
5. Identify emerging risks in the higher education sector, including regulatory, financial, reputational, and operational risks.
6. Maintain a risk register and track mitigation measures.
7. Provide early warning alerts on high impact risks.
8. Ensure compliance with relevant legislation, policies, and international best practices.
9. Support internal audit and external oversight processes.
10. Train staff on risk awareness and mitigation strategies.
11. Promote a culture of proactive risk management across the Authority
12. Liaise with government ministries, universities, colleges, and regulatory bodies on risk related matters.
13. Provide advice to management and the Board on risk implications of strategic decisions.

Minimum Requirements

1. Full Form V/Grade 12 certificate
2. Minimum Vocational/ Professional Qualifications
   1. Degree in Risk Management or equivalent
   1. Professional certification in risk management, auditing, or governance (e.g., IRM, CIA, CRMA) is an added advantage.

The Higher Education (General) Regulations, 2024, that were issued to operationalise the Higher Education (Amendment) Act, 2021, and took effect on 29^th August, 2024, introduced the Annual Institution Audit Fee for HEIs as follows:

The notice applies to all public and private HEIs as defined by the Higher Education (Amendment) Act, 2021, and includes colleges, university colleges, universities, technical university colleges, technical universities, Institutes, and institutions for the specialised training of professionals in a specified field.

The Higher Education (Amendment) Act, 2021, Section 22A (1) states that a Higher Education Institution registered or declared by statutory order under this Act shall be subjected to an Annual Institutional Audit by the Authority in the prescribed manner and form on payment of the prescribed fee.

Therefore, failure by an HEI to comply with the audit requirements is a contravention of the Higher Education Act as stipulated in the Higher Education (Amendment) Act, 2021, Section 23 (1) (b).

HEIs depositing funds directly at the bank are requested to clearly indicate the name of the HEI and the purpose of the payment on the deposit slip as the reference. This helps the Authority correctly identify payments that are received without narration.

Example: University of Zambia – Annual Institutional Audit Fee.

This notice applies to all public and private HEIs as defined by the Higher Education (Amendment) Act, 2021, and includes colleges, university colleges, universities, technical university colleges, technical universities, Institutes, and institutions for the specialised training of professionals in a specified field.

The Higher Education Act, 2013, Part VII Section 44 states that a Higher Education Institution shall in each year, not later than 31^st March of each year, pay to the Authority such annual levy as may be prescribed.

Mr. Muliokela joins HEA following a rigorous and publicly advertised recruitment process, and he brings a wealth of experience in regulatory compliance, litigation, corporate governance and advisory services, expertise essential in enhancing the mandate of the Authority in respect of regulatory, compliance and enforcement functions. As Legal Counsel and Board Secretary, Mr. Muliokela will provide strategic leadership in the management of the institution’s legal affairs, corporate governance systems, and regulatory compliance.

Mr. Muliokela is an Advocate of the Superior Courts of Zambia and an active member of the Law Association of Zambia with more than 5 years of legal experience. He has served in the public sector for more than 13 years, in both civil service and regulatory statutory bodies, where he served on different portfolios including managerial positions. He holds a Postgraduate Diploma in Legislative Drafting (Zambia Institute of Advanced Legal Education, ZIALE), Legal Practitioners’ Qualifying Examination (ZIALE), Bachelor’s Degree in Law (Cavendish University Zambia), Diploma in Law (National Institute of Public Administration, NIPA), Certificate in Law with a component of criminal investigations (NIPA), and is pursuing a Master’s Degree in Law in Tax and Investment Law (ZCAS University). Further, Mr. Muliokela has been trained in Corporate Governance and the Law, Public Procurement and Contracts Law, Public Procurement Procedures, Board Competence and Risk Management, and Legal Risk and Compliance Management.

JOB PURPOSE

To manage the accreditation and auditing of learning programmes in Higher Education Institutions in order to ensure that learning programmes meet set quality standards.

RESPONSIBILITIES

1. Manage the development and implementation of policies and procedures for accreditation of learning programmes;
2. Manage the accreditation process and ensure timeous completion of the accreditation of learning programmes in order to provide feedback to HEIs within 90 days;
3. Manage and undertake the auditing of learning programmes in order to inculcate the culture of continuous improvement in academic programming and/or ensure compliance to set standards;
4. Design and conduct research in accreditation and quality assurance in order to improve decision-making, curriculum innovation, graduate employability or market-readiness, and overall quality of higher education in Zambia;
5. Monitor and evaluate implementation of learning programmes in order to determine impact and recommend appropriate remedial interventions; to develop and manage budgets and workplans;
6. Undertake annual appraisal of staff in the section; and
7. Carry out any other duties as may be assigned by the Director – Quality Assurance, or the Director-General.

MINIMUM REQUIREMENTS

1. Grade 12 School Certificate or equivalent;
2. Bachelor’s degree in Education (Merit or Distinction) earned from a recognised university.
3. In addition, the candidate must have a Master’s degree in Education, Curriculum Studies, or Quality Assurance in Higher Education.
4. A PhD in Education, Science Education, Curriculum Studies, Higher Education or Quality Assurance in Higher Education shall be an added advantage.

RELEVANT EXPERIENCE

Ten (10) years of relevant experience in full-time university teaching, five (5) of which must be at Senior Lecturer level. Experience in curriculum design, curriculum transformation, and quality assurance processes in Higher Education Institutions will be considered.
